Marking the fortieth anniversary of the historic 1986 Sarbat Khalsa, Sikh jujharoos and leadership from Dal Khalsa, the Panth Sewak Collective, Shiromani Akali Dal (Amritsar), and the Bhai Jagtar Singh Hawara Committee gathered on January 26, 2026 and publicly announced concrete steps toward rebuilding panthic leadership in the political lineage of that moment. The actions taken by panthic organizations in Punjab this week must be understood as a critical first step toward re-establishing sovereign Sikh leadership capable of guiding the present phase of the Khalistan sangarsh. The joint declaration is being republished below in English:

Commitment to Collective Decision-Making, Self-determination, and Sovereignty

To rejuvenate the sacred glory of Guru Granth Sahib and Guru Khalsa Panth; to uphold the unique and distinct identity of the Sikh people; to affirm the sui generis and inherent patshahi (Sikh sovereignty) of the Guru Khalsa Panth; and to collaborate across Panthic jathebandiyan (organizations) across the world for the creation of an environment in which Sikh aspirations, principles, and objectives are honoured and given opportunity to flourish, this gathering before Sri Akal Takht Sahib, Sri Amritsar, assembled at the call of four pro-freedom Sikh bodies: Dal Khalsa, Shiromani Akali Dal (Amritsar), Panj Pardhani Jatha and Bhai Jagtar Singh Hawara Jatha, was convened to observe the fortieth Sarbat Khalsa Remembrance Day, and to affirm their commitment to Collective Decision-Making, Self-Determination, and Sovereignty before the entire Khalsa Panth and Gursangat

Assembled in remembrance of the Sarbat Khalsa held 40 years ago, the Guru Khalsa Panth’s time-honoured and tested institution for collective deliberation—and conscious of our responsibility to future generations, this gathering reaffirms its commitment to furthering our sangarsh (struggle) and international advocacy rooted in gurmat and Khalsa traditions.

This Panthic gathering:

Recognises that the Sarbat Khalsa and Gurmatta are the Guru Khalsa Panth’s legitimate and enduring institutions for collective decision-making, guidance, and accountability;

Draws inspiration and guidance from the Declaration of 29 April 1986, which declared sovereignty as a Gurmat-driven response to state violence by the Indian state, grounded in its vision of ‘Panth ki Jit’ (Victory for the Panth) and ‘Sarbat da Bhala’ (Welfare of All), social egalitarianism, the protection of religious freedoms, self-determination, and human rights norms leading to participatory decision-making under Panthic unity;

Affirms the distinct spiritual, cultural, and political character of the Guru Khalsa Panth; the call of the First Sovereign Guru Nanak Sahib for the creation of the ‘Third Nirmal Panth’; the daily proclamation of ‘Raj Karega Khalsa’ (Khalsa Shall Rule) every morning and evening in individual prayer and Sangat (Congregation); the ideals of the unique society-polity envisioned in Begampura-Halemi Raj; and the discipline of Bani-Bana as binding principles;

Declares with full conviction that the Sikh struggle, especially from 1978/1984 onward, champions the unique cause of upholding the foundational Sikh principle of Shabad Guru (The Word of the Guru) and commits to opposing enemies of Shabad Guru, including proponents of Gurudom (Individual-centred schismatic groups) on every front;

Alert to intensifying pressures on Sikhs at regional and international levels, including legal, administrative, social, cultural, economic, and coercive tactics such as human rights violations, extrajudicial killings, harassment, unlawful detentions and imprisonment, transnational repression, direct interference in our social and religious affairs, undermining our culture, and imposition of demographic engineering in Punjab, weakening our institutions, and blocking the path of collective decision-making—all aimed at eroding our distinct identity;

Conscious that the Indian state’s approach to Panthic aspirations and homeland in Punjab is rooted in a colonial lens. It continues to treat Panth-Punjab as an internal law-and-order dispute rather than a political conflict. It encroaches on Sikh space through direct interference in Sikh institutions, and it has usurped and continues to loot our land, water and other resources;

Draws special attention to the global environment which increasingly reflects the primacy of power over principle, and that protections commonly associated with the universal rules-based order, human rights, and fundamental freedoms are under strain in multiple domains, with Panjab and the Sikhs deadlocked between nuclear-powered India, Pakistan and China as a new global order is being contested and negotiated.

Reiterates that the principle of self-determination, historically expressed in Khalsa jee’s political tradition of sutantar vicharna (remaining autonomous/sovereign) and related to the Guru Khalsa Panth’s patshahi dava (divine assertion of sovereignty) and which is also recognised in the Charter of the United Nations and international norms, remains a foundational political and moral right of peoples to secure their collective future and establish an independent and unique political framework through democratic, organised, and legitimate means;

States that the Guru Khalsa Panth rejected the constitutional arrangement of the Indian Union in 1950 when Sikh representatives refused to accept and sign the draft Indian Constitution, and that the Sikh religio-political struggle continues to defy India while upholding the distinct collective identity and cultural uniqueness of the Sikh people.

Recognizes the valiant armed struggle that followed the Theeja Ghallughara in June 1984 and the Sikh Genocide in November 1984 as another golden era of Sikh history, and pays humble tribute to the exemplary contribution of those Sikh sisters and brothers who took up arms when all other means had failed in accordance with Guru Gobind Singh jee’s teachings, and boldly resisted the coercive apparatus of the Indian state, including its military, paramilitary, police, informers, agents and bureaucracy;

Honours the sacrifices, steadfastness, and sidak (faith) of the women, men, elders, children, and families who endured unbearable suffering yet continued to contribute to the mass struggle and guerrilla resistance against the Indian state;

Honours the work of all who contributed to the creation of an independent country, Khalistan, through political action, diplomacy, mass resistance, martyrdom, imprisonment, exile, advocacy, documentation, and the judicial pursuit of accountability;

Recognizes the urgent need for credible and transparent collective leadership structures through the panthic legacy of panch-pradhani leadership that is capable of guiding strategy, preventing fragmentation, unity is strengthened and Panthic cohesion is maintained across geographical and organisational diversity;

Resolves that the Sikh quest to shape desh-kaal (time-space) in accordance with Khalsa jee’s patshahi dava, must be pursued and articulated through coherent institutions, international advocacy, and broad consultation with Panthic stakeholders across the world;

This Sarbat Khalsa Remembrance Day gathering hereby resolves to:

1. Draft a Framework for Sarbat Khalsa and Gurmatta-based decision-making for Contemporary Times

This Panthic Assembly, gathered at Sri Akal Takht Sahib, will consult with Panthic jathay (units) and institutions in order to present the Khalsa Panth a draft framework which will delineate how Gurmatta-based decision-making and the Sarbat Khalsa may be convened and conducted in modern times, respecting Sikh principles of participation, representation, deliberation, decision-making procedures, institutional safeguards, transparency standards, and mechanisms for implementing and reviewing gurmattay.

2. Adopt a New Policy Document on the 40th anniversary of the Declaration of Khalistan

Forty years ago, our Khalistan brothers declared a direct struggle for our freedom that became a milestone for the Sikh sangarsh. We will commemorate the 40th anniversary of this Declaration on a Panthic level on 29 April, 2026 and shall continue to commemorate 29 April every year thereafter, to send a direct and clear message to the people of Punjab and the world that we seek to regain our sovereignty and are actively striving for it. The establishment of Khalistan will be part of the continuous legacy of Khalsa Raj under Baba Banda Singh Bahadur, Dal Khalsa during the Misl period and Sarkar-i-Khalsa under Maharaja Ranjit Singh.

Accordingly, on the occasion of the 40th anniversary of the Khalistan Declaration, and keeping in view the experience of the struggle over the past 40 years as well as the present Panthic and international circumstances, a “joint policy document” will be prepared through coordination and consultation with pro-Khalistan Sikh groups, organizations, and institutions, in order to outline the future strategy of the Khalistan struggle which will be presented before the Sikh world.

This Sarbat Khalsa Remembrance Day gathering hereby pledges:

1. Commitment to a sovereign, independent Punjab
This gathering reaffirms its commitment to the political objective of Panjab’s sovereignty, today called Khalistan, envisioned as a polity grounded in gurmat values of justice, dignity, freedom of conscience, and sarbat da bhala (welfare of all) so that it is consistent with the Sikh ideal of principled governance.

2. Entrusting leadership to Sikh naujawan
This gathering announces that principled and dedicated naujawan (young Sikhs) will be brought to the forefront of revolutionary Sikh politics, through a joint collective approach guided by those who have spearheaded the struggle so far.

Often within the Sikh world, especially in moments of dire need or reflection, an individual will call out to Guru Nanak for support. Guru Nanak the spiritualist; Guru Nanak the liberator; Guru Nanak the revolutionary; or some version of Guru Nanak we ourselves have created and that people believe will be their salvation or saving grace. Of course, Guru Nanak was the creator of this path so many of us attempt to walk on, but there were also 9 Guru Nanaks that came afterwards who completed the transformation of a new soch (way of thinking and living) by immersing themselves within the immortality of shabad guru and Guru Granth Sahib. Understanding that it was Guru Nanak from Kartparpur to Nanded and everywhere in between is easier said than done for most.

If you see Guru Granth Sahib set ablaze and desecrated then it would be no different than seeing the charred body of Guru Arjan Dev jee after he had been boiled alive, made to sit on a hot iron plate and had hot sand poured over his head. A Sikh child being tortured and grabbed by their kesh is a sahibzada (prince) of Guru Gobind Singh, the 10th Nanak. It is no different than what happened in Sirhand over 300 years ago with Baba Zorawar Singh and Baba Fateh Singh.

What we can see in the life of the 1st Guru Nanak is the foundation of Sikhi being laid, upon which generations of Sikhs would stand with the inspiration of shabad guru and become a sacrifice to the world in a timeless mission to protect the truth regardless of the cost. This foundation is where all are given a place of respect and dignity, especially those that are made to feel that they have no place in society at all. It is a place where you are taught to raise your head, raise your voice and in doing so raise yourself to recognize the jot (divine light) within yourself and others.

ਨੀਚਾ ਅੰਦਰਿ ਨੀਚ ਜਾਤਿ ਨੀਚੀ ਹੂ ਅਤਿ ਨੀਚੁ ॥

Those who are considered the lowest of the low class/caste and even those who are considered condemned,

ਨਾਨਕੁ ਤਿਨ ਕੈ ਸੰਗਿ ਸਾਥਿ ਵਡਿਆ ਸਿਉ ਕਿਆ ਰੀਸ ॥
Nanak seeks the company of these individuals as those who look down upon them are truly condemned.

ਜਿਥੈ ਨੀਚ ਸਮਾਲੀਅਨਿ ਤਿਥੈ ਨਦਰਿ ਤੇਰੀ ਬਖਸੀਸ ॥੪॥੩॥
In that place where those considered lowly are cared for, it is there your blessings and grace rain down. ||4||3||

Guru Nanak travelled on four udasis (divine journeys) with the purpose of spreading the gian (knowledge) of the shabad. What we see on those journeys is a fearless traveler that carries the same message to every social and economic class of humanity regardless of what the outcome may be. The Guru challenged traditions and practices stemming back thousands of years that were discriminatory towards other faiths, gender-biased and based on caste classification and subjugation via the uncontrollable factors concerning one’s birth. Guru Nanak did not just preach a vague notion of equality but lived and fought for justice with his words and his body. As a result, Guru Nanak was imprisoned for speaking out against the atrocities of the Mughal empire and Emperor Babur. This may be precisely why anyone born into a Sikh family has a deep connection with Guru Nanak as the feeling always persists that they will be treated with fairness and equality. I firmly believe that there is a piece of every Sikh that aspires to walk the path of revolution forged by Guru Nanak.

When we try to explain Guru Nanak through a singular lens, we sometimes begin to push forward a concept that somehow suits a purpose or point we are trying to make. In doing so, we often commit a disservice to the Guru who was beyond our simple definitions. What we unfortunately see today is Sikhs ostracizing one another on what their version of Guru and Sikhi is. Someone who is overtly “Khalistani” with little connection to Gurbani/Gurmat will push their political agenda upon someone who is overtly a spiritualist with little connection to panthic responsibility and vice versa. There are few Sikhs that are actively pursuing Gurbani/Gurmat to be their foundation for politics and Khalistan. Using Guru and Sikhi to put others down or as a tool for emotional blackmail by making others feel they are not doing enough is a complete disservice to the Guru and Sikhi. Guru Nanak led by example and as the Guru walked in all directions they left a trail of inspiration and inner-strength every step of the way which created the foundation for the coming Khalsa who would be tasked for all time to stand, speak and fight for the protection of the truth.

This inspiration and inner-strength could only come forth in its true form through connection with gurmat and gurbani. Guru Nanak is the sun that illuminates our minds and hearts, but not through some magical power that is showered upon us. It is rather through us following the actions and path the Guru laid out and reflecting (simran) on divinity and humanity as we walk. Shabad guru (gurbani) helps us look inwards and understand this life beyond me and mine. It allows us to step back in any situation and see another human being for what they are, a human being. Before imposing our judgment we are asked to think where they came from, how they got here and what burdens they carry; for surely with all the burdens I carry (childhood, financial, worldly worries, etc.) this individual is no different and my judgement is worthless. As we gain control over our wandering minds and fear is dispelled, we are able to walk on this path of sarbat da bhala, not just as a ‘feel good’ notion of “serving humanity”, rather empowering ourselves as Khalse to confront and dismantle the structures of power that are mobilized against humanity.

We are not looking to be rewarded in this life or the next, nor are we fearing punishment or judgment. As Sikhs we recognize that our actions are quite simply out of pyar (love) and carrying on the revolution of our Guru Nanak, a revolution which has roared to protect truth from the moment it was started. We have understood that our physical will crumble and be replaced over time, that this body we are so attached to will get old and wither away and all that we have amassed in our lives will be left behind at the end. What we need to understand is the one thing according to Guru Nanak that will never get old and will never die:

ਸਚੁ ਪੁਰਾਣਾ ਹੋਵੈ ਨਾਹੀ ਸੀਤਾ ਕਦੇ ਨ ਪਾਟੈ ॥

But Truth never grows old; it is stitched in such a way that it can never be torn.

Everything happens in a balanced state (simran, gurbani, seva). Today’s situation in Punjab both politically and from a Sikhi perspective continues to push us to reflect on our methods of resistance and our connection with the Guru.

If we believe gurbani, gurmat, and amrit to be sach (true) then it is us who must rise for the protection of the Panth and Punjab. The protection of Punjab and Sikhi cannot be hoped or wished into existence, rather it will come as it has always come; through a generation of sacrifices with their foundation in gurmat sidhant fuelled by our love for the princples of sarbat da bhala, sanjhivalta, and halemi raj as revealed by Guru Nanak. It should not be far from our minds and hearts that we are the catalysts of sach on behalf of the Guru and it will be through our Guru-inspired action and movement that sach will prevail.

Khalistan Zindabad

On 22nd June 2024, a group of protesters with Naujawan Support Network (NSN) marched by Brampton Gateway Terminal, distributing flyers to passers-by, holding protest signs by the roadside, and speaking out about Canadian immigration barriers. They were organized under the banner “Good Enough to Work, Good Enough to Stay.” As the rain intensified, protesters came on to the busy intersection and chanted “No More Komagata Maru”, before being halted by the police.

We might see the visibility of certain social issues when moments like these erupt. But this protest and its respective migrant justice movement has been brewing for awhile. After their studies, many graduating international students work on post-graduate work permits (PGWP) in Canada and fulfil requirements to qualify for a particular class of permanent residency. During the COVID-pandemic, Canada hailed them as frontline heroes. These were workers delivering take-out food orders on bicycles and Amazon packages. Despite fulfilling requirements, these immigrant workers have been left to wait in a bureaucratic red tape of draws and now told that they are no longer desired.

At the beginning of 2024, international students and immigrant workers began to organize on this front. The less visible backline organizing consisted of reaching out to political representatives, holding community townhalls, networking with fellow workers, and engaging stakeholders to find solutions to their migrant plight. In the summer, rallies and marches took place in parks and public squares. Finally, a pakka morcha (permanent protest) went up in Brampton at the end of August, organized by the PGWP Committee. The 24/7 encampment ran for 143 days into the new year.

The Morcha from Summer to Winter

The morcha was initiated with Ardas on a hot afternoon of June 2nd at Chinguacousy Park. Local sevadars carried out chabeel seva and distributed it to the ralliers. The rose syrup cooling drink (chabeel) is made to commemorate Guru Arjan Sahib’s martyrdom.

At the next rally, despite the taunting of a far-right media outlet, protesters took to a busy intersection to make their voices heard on their terms. The chant “No More Komagata Maru” erupted in the downpour.

The phrase references a Japanese ship, known in Canada as the SS Komagata Maru, that journeyed from Hong Kong to Vancouver in 1914 carrying Punjabi passengers from Sikh, Muslim, and Hindu backgrounds. The ship was bestowed the name Guru Nanak Jahaz in Hong Kong when Guru Granth Sahib’s saroop was brought onboard. In Vancouver, the bulk of the passengers were refused entry because they had not made a direct journey from their country of origin. During this time, Canada had erected a racist law called Continuous Journey as a cover to bar people of colour.

The ship was forced into a transPacific journey in reverse and then refused back to Hong Kong, as the British feared that Ghadar revolutionaries onboard would provoke a mutiny among Hong Kong Sikhs, who were serving the British colony in the ranks of policemen and prison guards. Consequently, the ship was directed to India and docked at Budge Budge. Some tried to align a nagar kirtan to bring Guru Granth Sahib to a gurdwara in Calcutta. A massacre followed that led to the lost of some passenger lives.

In recent years, Canadian politicians have co-opted the ship’s racial, religious, and migrant struggles by placing the ship as an ‘incident’ of the past and to sell a redemption lie. Yet, in expressing “No More Komagata Maru”, the protesters remind us that Canada continues to commit atrocities against Punjabi immigrants.

On a rainy Friday night, 30th August 2024, the encampment was laid down by the PGWP Committee as a site of a 24/7 protest. In taking on this decision, it felt it had exhausted the previous means of organizing that encompassed meetings, petitions to representatives, community townhalls, and weekend rallies. The encampment was located on public grounds in the vicinity of a strip mall–Bramrose Square Plaza–by a busy highway in Brampton, an outer suburb of Toronto.

The early days of the encampment consisted of an open communal tarp on the lawn, with two sleeping tents. Signs facing the sidewalk read: “Stop Hate and Racism”; “Stop Scapegoating Immigrants”; “No One is Illegal on Stolen Land”; “We Reject Your ‘Use and Throw’ Policy”.

Police regularly cruised the site with intimidation and harassment tactics. The police ordered that anybody affiliated with the encampment had to be north of the trees and could not use the mall parking lot. Since then, a private fence was contracted and erected by the strip mall.

On the blue tarp, people came together for rallies, speeches, seminars, langar and Sikh sacred poetry. In the evening, Rehras Sahib was recited from the Sikh faith. In the days ahead, Hanuman Path from the Hindu faith became a regular recitation as well.

As the season progressed into the winter, the morcha set up a covered communal canopy to shield against the wind and rain. At the top of the canopy sat a sign: “No More Komagata Maru”. Inside, a make-shift divan was assembled. Protesters sat on mattresses and blankets on top of a raised wooden platform made to insulate from the coldness of the ground. Multiple tarps reinforced the sides for an added insulation layer against wind gusts. Even with electric blankets and portable heaters, I felt a chill inside. Shawls and phoolan wala kambal (flower blankets) were the go-to norm. Outside, a barrel of fire brought together a circle of young and old warming their hands. Shared body heat, and cups of cha with pinnia kept folks nourished and cared for. A plastic water bottle was warmed up in the microwave for drinking. A power generator ran the site. A can of kerosene used daily. The encampment was equipped to hold film screenings, langar, plays, rallies, teach-ins, and press conferences.

In one teach-in, Nick Estes, with Lower Brule Sioux Tribe, spoke about the Standing Rock encampment against oil pipelines. Estes called for grassroots solidarity across marginalized groups and to stand together against the exploitation of Indigenous lands and the dehumanization of international students and immigrant workers in Brampton.

“That this economy is in a permanent state of need for so-called migrant temporary laborers. But they’re not allowed to be permanent. Why? To cheapen their lives. To make them expendable. Just like they make Indigenous people’s lives and lands expendable.”

Following radical practices of langar in the Sikh ethos, the encampment ran a food for all policy. Snacks and cha are served to all guests at the beginning of a rally. A full meal langar is distributed at its conclusion. Langar usually comes from a gurdwara in Malton. Families and small businesses helped too. Following Day 100 rally, an elder wishes chardi kala to the youth, alongside a commitment of more seva: “I will return with sarson da saag and makki di roti for you sometime.”

Ghadar, Poetry, and Jakaras

There are days of tears and glimpses of hope. A Punjabi poem spoken goes viral. A song contemplates the sorrow of suicide that surrounds migrant journeys. An Ardas is held for Gursimran Kaur–a worker who lost her life inside a Walmart oven in Halifax. A silent candle march is undertaken to mark Black Diwali. Some hold the LEDs with their fingers. Others lay it on their palms. Weeks become months. An ode to Guru Nanak is made. A Ghadari is remembered.

On Day 30, there were tears in my eyes, just as cries filled the row of lined protesters in front of me wearing the movement’s black t-shirts. Mehakdeep Singh was reading a poem.

I already became pakka in the moment, when I left my crying parents and sisters [in Punjab], and boarded the plane to come here.

Pakka in Punjabi has multiple meanings. Permanent. Certain. Hard. Ripe. There’s no easy English translation here, because Mehakdeep Singh’s point is inherently one of multiple contradictory usages. It expresses grief and hardship, while still presenting the resiliency. It characterizes chardi kala, not as the celebratory optimism, but rather as one of struggle and resilience in the face of adversity. It questions what status as a permanent residency card on paper even means, when his body hardened as a migrant student from his early days. The ground from underneath his feet slipped. Uprooted a long time ago from Punjab. He lost his youth and was forced into the harsh environment of an international student and immigrant worker. He’d miss stops, fallen asleep on the bus after a long shift.

Mehakdeep Singh expresses his words with rawness and anguish in voice, unfiltered, while being held and comforted by a comrade standing next to him, rubbing his torso. The folks around are weeping.

We became pakke (ripe/hardened/permanent) a long time ago. PR is such an unripe thing.

On Guru Nanak’s gurpurab, Sikhi’s founder was honoured through a reading of the poem “Nanak”, penned by Jaswant Zafar.

Day 79 brings a commemoration to a Ghadar revolutionary who was executed. Kartar Singh Sarabha was a revolutionary who joined the Ghadar Party in 1912. He went back to India to fight the British. He was arrested and executed. He inspired other Ghadaris and the freedom-fighter Bhagat Singh, who carried Sarabha’s photo everywhere in his pocket.

The evening was filled of poetic exchanges. Novjot Salaria is at the forefront of the PGWP committee. Since this movement, she has been working both at her job and organizing at the morcha. She tells me she learnt some Ghadar poetry learnt from her dad during her childhood in Punjab. She revisited this poem from Kartar Singh Sarabha:

jo koi pooche ke kaun ho tum
to kah do baaghi hai naam apna
zulm mitaana hamaara pesha
ghadar ka karna hai kaam apna
namaaz-sandhya yahi hamaari
paath pooja bhi sach yahi hai
dharam karam sach yahi hai yaaro
vahi khuda bhi o ram apna

if they ask you who you are:
say your name is Rebel
eradicating tyranny is our occupation
revolting is our work
this is our namaaz, our sandhya
this is our way and worship
this is our faith and grace, O friends
and this is our Khuda, our Ram

When marches and rallies conclude, jakaras are raised. The rallying cries to Waheguru are a reminder of the intertwine of anti-oppression politics and the Spirit. One international student came to the morcha to offer her solidarity. She incites that struggles for justice belong to those whose conscience is awake:

When we hand the strings of our kites to Akal Purakh, then Akal Purakh Waheguru steers it. May Guru Patshah bestow kirpa (grace). We shall win the battle, because the struggle is the sign of those whose conscience is lit.

Good Enough to Work, Good Enough to Stay

The present movement clustered in Brampton has drawn inspiration from the anti-racist and migrant organizing of Caribbean domestic workers in the 1970s and early 1980s. In the 1970s, when the points-based system of immigration was first introduced, sectors such as domestic work were excluded from permanent residency.

During that time, Canda had deported seven Jamaican mothers and workers for not declaring their dependent children back home. In turn, they organized and made the proclamation, “Good Enough to Work, Good Enough to Stay.” Elaine Peart, one of the Seven Jamaican Mothers, addressed the state’s exploitation of Black women’s labour: “We were brought here to clean rich folks’ home and now we’re not cleaning rich folks’ homes, so you want to throw us out.” The organizing of the Black Caribbean women galvanized a larger migrant justice movement which made gains for eventual permanent residency among foreign domestic workers.

The 2024 Good Enough to Work, Good Enough to Stay movement emerges from the state’s exploitation of international students for cheap labour and international tuition fees. Having used international students as cash cows to prop up an underfunded post-secondary education system and Canadian economy in the pandemic, they are being scapegoated by Canada.

Throughout 2024, international students were impacted with sweeping migrant rights rollback across Canada. For prospective, study permits have been capped. For PGWP holders, permits have been left to expire, and any path to PR placed behind bureaucratic red tape. Federal targets on permanent residency have been slashed while provincial programs were closed abruptly or drastically undercut. Protests broke out in various provinces, namely, British Columbia, Prince Edward Island (PEI), Manitoba, Ontario, and Quebec. In PEI, workers in service sectors were left hanging as the program favoured healthcare and construction sectors. This stranded many graduated international students who initially moved to the province to take on retail jobs. Rules were changed overnight without grandfathering those on the path of residency via post-graduate work qualifications in service work.

“Study, Explore, Work, Stay” was Canadian government’s motto to attract international students to immigrate to Canada. The chronic underfunding of post-secondary education, alongside globalization of universities and colleges, has meant that Canada could prop up education as a capitalist industry while doubling down on their cheap labour. Attracting young people to Canada through this motto was simultaneously accompanied by de-favouring family sponsorships in the parents and grandparents category.

During the pandemic, the Canadian government flexed rules–for example, lifting restrictions on hours–in order to boost international students to work the unsafe essential jobs that Canadians did not want to do. In 2021, at the height of the pandemic, the Immigration Minister, Marco Mendicino, tweeted: “We don’t just want you to study here, we want you to stay here.”

Back at the morcha, memes on Marc Miller highlight the Canadian flipflop in the interest of election polls. Protesters denounced such ‘use and throw’ policy.

Collectively, 2.3 million permits are expiring in 2025 and 2026. This will leave many migrant workers stranded and pushed into undocumented and exploitative conditions. Migrant Rights Network have called this “an unacceptable betrayal of Liberal promises by way of Conservative-style immigration policy.”

Echoing the work of migrant justice advocates and organizers, a United Nations report found that the Canadian immigration regime is “breeding ground for contemporary forms of slavery.”

There are four demands of the present protest in Brampton: 1.) Extensions on post-graduate work permits that are expiring in 2024 and 2025; 2.) a five-year post-graduate work permit for all international students; 3.) ending exploitation that results from the system of Labour Market Impact Assessment (LMIA); and 4.) establishing a fair pathway to permanent residency.

These demands were formulated in May 2024 following extensive community consultations and townhalls with work permit holders and international students.

In December, on Day 110 of the encampment, a partial victory was announced with changes to the role of LMIA, that has some potential of reducing LMIA-based exploitation. Headed into the Gregorian new year and Canadian winter, and remembering the shaheedi days of Char Sahibzade, the protest remained steadfast in their unwavering pursuit.

Building a Movement of Solidarities amidst Deaths

Throughout 2024, much anti-Sikh racism and hate spread online, giving rise to the current xenophobic wave in Canada (PressProgress, 2024). On X, I came across countless viral, AI-generated imagery of Sikhs having overtaken Tim Hortons. Right-wing groups, such as Rebel News, made it their mission to intentionally target international students – given their vulnerability and marginalized status. On social media, there are hate-fueled comments berating Sikh or Punjabi international students with racial remarks over body, hair, turban, language, accents, smells, and rural manners.

Solidarity for the morcha has come from labour unions, anti-racist groups, and migrant justice organizations.

A major player at the morcha organized by the PGWP Committee is the Naujawan Support Network (NSN). NSN was founded in 2021 amidst a crisis of losing young lives–mostly from the Sikh or Punjabi community–to suicide. These were international students who were dealing with wage theft, unsafe work conditions, sexual harassment, and deportation threats. Employing direct action tactics, NSN’s movement has recovered $850,000 of stolen wages since then.

At a downtown Toronto action led by the Migrant Rights Network, NSN member Bikram Kullewal addresses the rally:

I’ve never seen as much racism online, and on the streets of Canada, as I do now. Our coworkers are being attacked, even killed. One of our brothers–he was working at Tim Hortons in Edmonton. Somebody killed him with a knife. Many are still dying while doing dangerous jobs. Some have died by suicide.

Kullewal is referring to the stabbing of Jashandeep Singh, an international student who was attacked and killed while working a shift at Tim Hortons. The death of a recent immigrant Gursimran Kaur created another sombre ripple across Canada and at the Brampton encampment just before Bandi Chor Diwas. She was working at Walmart when she died in the store’s industrial oven.

By the time of the next rally, more deaths have accumulated. These are lives taken prematurely, from workplace death to racist or xenophobic violence to suicides. Names are read out as they are remembered, in this account, by Elisha Lim, a York University professor offering solidarity:

Charandeep Singh, a 22-year-old from Brampton who commits suicide earlier this year by jumping off Niagara Falls because he could see no way to repay the debt that his family had gone into to send him to be an international student in Canada.

Data on suicides by international students is not kept by Canadian records, making intervention difficult. Alarms on this crisis have been sounded by funeral homes, gurdwaras, and support organizations. Many times, communities get together to raise funds to repatriate the young departed bodies to Punjab.

On International Migrants Day, a gathering is held in Toronto at the Chinese Railway Workers Memorial, led by the International Migrant Alliance. The rally connects past struggles with present movements. The Filipinx organizers read out the lives lost in different migrant communities–from Mexican farmworkers to Punjabi international students:

At the heart of this issue is the politics of disposability inherent in Canada’s white nation-building project. Racialized and working-class immigrant workers are first recruited for work Canadians do not want to do. Subsequently, racialized immigrants are blamed by the state as various levels of governments divert attention away from the governments’ own lack of social provision to the marginalized classes of Canada.

A solidarity statement signed on by labour unions and community groups calls out this racist treatment in the hands of Canadian governments:

Lauded as “heroes” and exploited as cheap labour, they are now being told they are disposable and unwanted. This treatment on the part of our governments is racist, irresponsible, unacceptable, and unjust.

The joint groups hold a press conference at the encampment in November with their statements. Meanwhile, Novjot Salaria traveled to Ottawa to deliver an address on behalf of the PGWP Committee.

The 2024 migrant rights rollback by the Canada government is just the latest example in a history of a white settler project. The Chinese railroad workers were paid less than their white counterparts and who worked the dangerous segment of the cross-Canadian railway. Following its completion, Canada centered the yellow peril discourse leading to the Chinese head tax and the Chinese Exclusion Act. Black Caribbean women recruited into domestic work in Canada were blamed for employment crises in the 1970s.

The current movement continues to build inter-racial, inter-faith and cross-ethnic immigrant workers solidarity. The evening on International Migrants Day ended by exchanges of chants between the Punjabi and the Filipinx migrant communities.

With Trudeau’s fall, and Parliament on hold, the PGWP Committee disbanded the encampment on Day 143 (19 January 2025), to switch tactics and explore more methods in the next phase of the movement.

ਰਸਾਲਾ “ਲਿਬਰੇਸ਼ਨ ਖਾਲਿਸਤਾਨ” ਦੇ ਜਨਵਰੀ ੧੯੯੨ ਅੰਕ ਵਿੱਚੋਂ

ਦੁਨੀਆਂ ਵਿਚ ਕਾਰਨ ਤੇ ਪ੍ਰਭਾਵ ਦਾ ਬਹੁਤ ਗੂੜ੍ਹਾ ਰਿਸ਼ਤਾ ਹੁੰਦਾ ਹੈ। ਹਰ ਘਟਨਾ ਦੇ ਪੈਦਾ ਹੋਣ ਦਾ ਜੋ ਕਾਰਨ ਹੁੰਦਾ ਹੈ ਉਸ ਦੇ ਪ੍ਰਭਾਵ ਉਤੇ ਉਸ ਦੀ ਛਾਪ ਜ਼ਰੂਰ ਹੁੰਦੀ ਹੈ। ਅਸੀਂ ਚਾਹੁੰਦਿਆਂ ਹੋਇਆਂ ਵੀ ਉਸ ਤੋਂ ਬਚ ਨਹੀਂ ਸਕਦੇ। ਜੇਕਰ ਇਕ ਸਿੱਖ ਅੰਦਰ ਖ਼ਾਲਿਸਤਾਨ ਪ੍ਰਤਿ ਤਾਂਘ ਉਸ ਅੰਦਰ ਗੁਰਬਾਣੀ ਜਾਂ ਸਿੱਖ ਫ਼ਿਲਾਸਫ਼ੀ ਰਾਹੀਂ ਉਭਰਦੀ ਹੈ ਤਾਂ ਉਸ ਦੀਆਂ ਸਰਗਰਮੀਆਂ ਉਪਰ ਸਿੱਖੀ ਦੀ ਸਿਧਾਂਤਕ ਛਾਪ ਤੁਹਾਨੂੰ ਦਿਖਾਈ ਦੇਵੇਗੀ। ਪਰ ਜੇਕਰ ਇਕ ਸਿੱਖ ਅੰਦਰ ਖ਼ਾਲਿਸਤਾਨ ਪ੍ਰਤਿ ਝੁਕਾਅ ਵਿਰੋਧੀ ਦੇ ਦਮਨ ਜਾਂ ਰਾਜਨੀਤਕ ਘਟਨਾ ਚੱਕਰ ਵਿੱਚੋ ਜਾਂ ਆਰਥਿਕ ਵਿਤਕਰੇਬਾਜ਼ੀ ਦੇ ਫਲਸਰੂਪ ਪੈਦਾ ਹੋਵੇ ਤਾਂ ਉਸ ਦੀਆਂ ਸਰਗਰਮੀਆਂ ਉਪਰ ਉਸੇ ਤਰ੍ਹਾਂ ਰਾਜਨੀਤਕ ਜਾਂ ਆਰਥਿਕ ਛਾਪ ਤੁਹਾਨੂੰ ਦੇਖਣ ਨੂੰ ਮਿਲੇਗੀ।

ਸੰਤ ਜਰਨੈਲ ਸਿੰਘ ਭਿੰਡਰਾਂਵਾਲਿਆਂ ਅੰਦਰ ਖ਼ਾਲਿਸਤਾਨ ਦੀ ਧਾਰਨਾ ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਕੀਤੇ ਗੁਰਬਾਣੀ ਦੇ ਅਧਿਐਨ ਵਿੱਚੋਂ ਪੈਦਾ ਹੋਈ ਸੀ। ਇਸੇ ਲਈ ਉਨ੍ਹਾਂ ਦੀਆਂ ਖ਼ਾਲਿਸਤਾਨ ਪ੍ਰਤਿ ਸਰਗਰਮੀਆਂ ਉਪਰ ਗੁਰਬਾਣੀ ਦੀ ਮੋਹਰ ਸੀ ਤੇ ਉਹ ਹਰੇਕ ਸਿੱਖ ਨੂੰ ਖ਼ਾਲਿਸਤਾਨੀ ਬਣਨ ਦੇ ਲਈ ਗੁਰਬਾਣੀ ਦੇ ਲੜ ਲੱਗਣ ਲਈ ਪ੍ਰੇਰਦੇ ਸਨ। ਅੱਜ ਅਨੇਕਾਂ ਲੋਕਾਂ ਦੇ ਖ਼ਾਲਿਸਤਾਨ ਦੇ ਨਾਅਰੇ ਤੇ ਤੁਹਾਨੂੰ ਗੁਰਬਾਣੀ ਦੇ ਅਕਸ ਦਿਖਾਈ ਦੇਣਗੇ। ਪਰ ਦਿੱਲੀ ਦਰਬਾਰ ਵੱਲੋਂ ਸੰਤਾਂ ਦੀ ਇਸ ਜ਼ੋਰ ਫੜ ਰਹੀ ਲਹਿਰ ਨੂੰ ਕੁਚਲਣ ਲਈ ਜਦ ਹਥਿਆਰਬੰਦ ਧਾਵਾ ਬੋਲਿਆ ਗਿਆ ਤਾਂ ਬੜੀ ਵੱਡੀ ਪੱਧਰ ਤੇ ਸਿੱਖਾਂ ਦੀ ਸੋਚ ਤੇ ਇਸ ਦਾ ਅਸਰ ਹੋਇਆ। ਖ਼ਾਲਿਸਤਾਨੀ ਲਹਿਰ ਵਿਚ ਸ਼ਾਮਲ ਹੋਏ ਇਹ ਇਮਾਨਦਾਰ ਕੁਰਬਾਨੀ ਵਾਲੇ ਕਾਫ਼ਲੇ ਮੁੱਢਲੇ ਰੂਪ ਵਿਚ ਦੁਸ਼ਮਣ ਦੇ ਹਥਿਆਰਬੰਦ ਹਮਲੇ ਤੋਂ ਪ੍ਰਭਾਵਿਤ ਸਨ। ਇਸ ਕਾਰਨ ਇਨ੍ਹਾਂ ਮਹਾਨ ਯੋਧਿਆਂ ਤੇ ਉਸ ਕਾਰਨ ਦਾ ਪ੍ਰਭਾਵ ਸਪੱਸ਼ਟ ਸੀ, ਤੇ ਇਹ ਲਹਿਰ ਸਿੱਖੀ ਤੇ ਗੁਰਬਾਣੀ ਨੂੰ ਮੰਨਦੀ ਹੋਈ ਵੀ ਹਥਿਆਰਾਂ ਦੀ ਪ੍ਰਮੁੱਖਤਾ ਉੱਤੇ ਜ਼ੋਰ ਦਿੰਦੀ ਸੀ।

ਇਹ ਸਭ ਕੁੱਝ ਕੁਦਰਤੀ ਵਰਤਾਰਾ ਸੀ ਕਿਓਂਕਿ ਦੁਸ਼ਮਣ ਨੇ ਸਾਨੂੰ ਚੈਲਿੰਜ ਕੀਤਾ ਸੀ ਤੇ ਉਸ ਨੇ ਸਾਨੂੰ ਹਥਿਆਰਾਂ ਦੇ ਜ਼ੋਰ ਖ਼ਤਮ ਕਰਨ ਦਾ ਬੀੜਾ ਚੁੱਕਿਆ ਸੀ ਤੇ ਅਸੀਂ ਉਸ ਦਾ ਚੈਲਿੰਜ ਕਬੂਲ ਕਰਦਿਆਂ ਉਸ ਦਾ ਹਥਿਆਰਬੰਦ ਮੁਕਾਬਲਾ ਕਰਨ ਦਾ ਅਹਿਦ ਕੀਤਾ ਸੀ। ਹਥਿਆਰ ਸੰਤਾਂ ਨੇ ਵੀ ਉਠਾਏ ਸਨ ਅਤੇ ਸਿੱਖ ਕੌਮ ਨੂੰ ਉਠਾਉਣ ਦੀ ਪ੍ਰੇਰਨਾ ਦਿੱਤੀ ਸੀ, ਪਰ ਉਹ ਗੁਰਬਾਣੀ ਦੇ ਪਹਿਰੇ ਦੇ ਹੇਠ ਰਹਿਣ ਦੀ ਤਾਰੀਕ ਕਰਦੇ ਸਨ। ਦੁਸ਼ਮਣ ਨੇ ਸਾਨੂੰ ਜਿਸ ਕਮੀਨਗੀ ਨਾਲ ਖ਼ਤਮ ਕਰਨ ਦਾ ਯਤਨ ਕੀਤਾ, ਉਸ ਤੋਂ ਗ਼ੁੱਸਾ ਖਾ ਕੇ ਅਨੇਕਾਂ ਸਿੱਖੀ ਤੋਂ ਤੇ ਗੁਰਬਾਣੀ ਤੋਂ ਬੇਮੁਖ ਹੋਏ ਲੋਕ ਬੇਦਾਵਾ ਪੜਵਾਉਣ ਲਈ ਇਸ ਲਹਿਰ ਵਿਚ ਸ਼ਾਮਲ ਹੋਏ ਹਨ। ਉਹਨਾਂ ਵਿਚੋਂ ਅਣਗਿਣਤ ਆਪਣੀ ਕੁਰਬਾਨੀ ਨਾਲ ਗੁਰੂ ਦੇ ਚਰਨਾਂ ਤਕ ਪਹੁੰਚਣ ਵਿਚ ਕਾਮਯਾਬ ਹੋਏ ਹਨ, ਅਨੇਕਾਂ ਦੀਆ ਕੋਸ਼ਿਸ਼ਾ ਜਾਰੀ ਹਨ।

ਅੱਜ (ਜਨਵਰੀ ੧੯੯੨) ਖ਼ਾਲਿਸਤਾਨ ਲਹਿਰ ਅੰਦਰ ਵਿਚਰ ਰਹੇ ਵਰਕਰਾਂ ਅੰਦਰ ਉਨ੍ਹਾਂ ਦੇ ਪਿਛੋਕੜ ਵਾਲੇ ਵਿਚਾਰ ਵੀ ਵਿਚਰ ਰਹੇ ਹਨ ਅਤੇ ਵੱਖ-ਵੱਖ ਵਿਚਾਰਾਂ ਦੇ ਟਕਰਾਅ ਜਾਰੀ ਹਨ… ਲਹਿਰ ਨੂੰ ਇਕਜੁਟ ਕਰਨ ਲਈ ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਆਪਸੀ ਵਖਰੇਵੇਂ ਦੂਰ ਕੀਤੇ ਜਾਣ। ਆਪਸੀ ਵਖਰੇਵੇਂ ਦੋ ਤਰ੍ਹਾਂ ਨਾਲ ਦੂਰ ਹੋ ਸਕਦੇ ਹਨ। ਆਪਸੀ ਵਖਰੇਵੇਂ ਦੋ ਤਰ੍ਹਾਂ ਨਾਲ ਦੂਰ ਹੋ ਸਕਦੇ ਹਨ. ਇਕ ਤਾਂ ਵਿਚਾਰਧਾਰਕ ਬਹਿਸ ਰਾਹੀਂ ਤੇ ਦੂਜਾ ਤਰੀਕਾ ਹੈ ਸੰਗਰਸ਼ ਦੀ ਪ੍ਰਗਤੀ ਰਾਹੀਂ। ਇਹਨਾਂ ਦੋਹਾਂ ਵਿਚੋਂ ਮੁੱਖ ਹੁੰਦਾ ਹੈ ਵਿਚਾਰਧਾਰਾ ਦਾ ਮਸਲਾ। ਜੇਕਰ ਹਰੇਕ ਗਰੁੱਪ ਤੇ ਉਸ ਦਾ ਲੀਡਰ ਆਪਣੀ ਲਾਈਨ (ਵਿਚਾਰਧਾਰਾ) ਤੇ ਐਕਸ਼ਨ ਨੂੰ ਗੁਰਬਾਣੀ ਦੇ ਤਰਾਜ਼ੂ ਤੇ ਧਰ ਕਿ ਤੋਲਣ ਦੀ ਪਿਰਤ ਪਾਵੇ ਅਤੇ ਸੰਗਤ ਨੂੰ ਇਹ ਦੱਸਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰੇ ਕਿ ਗੁਰਮਤ ਦੇ ਮੁਤਾਬਿਕ ਉਸ ਦੀ ਲਾਈਨ ਤੇ ਐਕਸ਼ਨ ਕਿੰਨੇ ਕੁ ਦਰੁਸਤ ਸਾਬਤ ਹੋ ਰਹੇ ਹਨ ਤਾਂ ਸੰਗਤਾਂ ਉਸ ਬਾਰੇ ਸਹੀ ਸਿੱਟੇ ਕੱਢ ਸਕਦੀਆਂ ਹਨ।

ਬੇਗਾਨੇ ਫ਼ਲਸਫ਼ੇ ਸਿਖਾਂ ਲਈ ਮੁਆਫ਼ਕ ਨਹੀਂ

ਸਾਨੂੰ ਇਹ ਸਪੱਸ਼ਟ ਹੋ ਕੇ ਚੱਲਣਾ ਪਵੇਗਾ ਕੇ ਖ਼ਾਲਿਸਤਾਨ ਦਾ ਲਕਸ਼ ਸਿੱਖ ਕੌਮ ਤੇ ਗੁਰਬਾਣੀ ਦਾ 'ਇਸੁ ਜਗ ਮਹਿ ਚਾਨਣੁ' ਪਸਾਰਨ ਲਈ ਮਿਥਿਆ ਹੈ। ਅਤੇ ਜੇਕਰ ਸਾਡੀ ਲਹਿਰ ਇਸ ਤੋਂ ਆਸੇ ਪਾਸੇ ਜਾ ਰਹੀ ਹੈ ਤਾਂ ਅਸੀਂ ਗੁਰੂ ਤੋਂ ਬੇਮੁਖ ਹੋ ਕੇ ਕਿਸੇ ਹੋਰ ਦੇ ਢਾਹੇ ਚੜ੍ਹ ਰਹੇ ਹੋਵਾਂਗੇ। ਦੁਨੀਆਂ ਵਿਚ ਰਾਜ ਸਿਥਾਪਤ ਕਰਨ ਤੇ, ਕੌਮਾਂ ਦੀ ਵਿਆਖਿਆ ਦੇ, ਰਾਜਾਂ ਦੀ ਕੁਸ਼ਹਾਲੀ ਦੇ ਅਤੇ ਰਾਜਨੀਤਕ ਬਣਤਰਾਂ ਦੇ ਅਨੇਕਾਂ ਸਿਧਾਂਤ ਮੌਜੂਦ ਹਨ। ਜਿਹਨਾਂ ਮੁਤਾਬਿਕ ਇਤਿਹਾਸ ਵਿਚ ਅਨੇਕਾਂ ਰਾਜ ਕਾਇਮ ਹੋਏ, ਤਬਾਹ ਹੋਏ, ਵਿਚਰ ਰਹੇ ਹਨ ਅਤੇ ਸੰਕਟ ਗ੍ਰਸਤ ਵੀ ਹਨ। ਇਹਨਾਂ ਵਿਚ ਇਸਲਾਮੀ ਰਾਜ, ਬੋਧੀ ਰਾਜ, ਈਸਾਈ ਰਾਜ, ਮਿਲਗੋਭਾ ਰਾਜ (ਅਖੌਤੀ ਸੈਕੂਲਰ), ਨਾਸਤਕ ਰਾਜ (ਕਮਿਊਨਿਸਟ) ਅਤੇ ਮਨਮੱਤੇ ਰਾਜ (ਨਿੱਜੀ ਤਾਨਾਸ਼ਾਹੀ) ਦੇ ਮਾਡਲ ਪ੍ਰਚੱਲਤ ਹਨ।

ਇਹਨਾਂ ਦੇ ਆਪੋ-ਆਪਣੇ ਵਿਚਾਰ ਹਨ ਅਤੇ ਆਪੋ-ਆਪਣੀਆਂ ਬਣਤਰਾਂ। ਇਹਨਾਂ ਵਿਚੋਂ ਕੋਈ ਵੀ ਰਾਜ ਅੱਜ ਸਹੀ ਮਾਅਨਿਆਂ ਵਿਚ ਮਨੁੱਖਤਾ ਦੇ ਭਲੇ ਲਈ ਵਧੀਆ ਨਮੂਨਾ ਨਹੀਂ ਪੇਸ਼ ਕਰ ਰਿਹਾ। ਕਿਓਂਕਿ ਉਹਨਾਂ ਦੀ ਵਿਚਾਰਧਾਰਾ ਮਨੁੱਖਤਾ ਦੇ ਪਰਉਪਕਾਰ ਲਈ ਸਹੀ ਲਾਈਨ ਪੇਸ਼ ਨਹੀਂ ਕਰ ਸਕੀ। ਤਾਹੀਓਂ ਤਾਂ ਅੱਜ ਦੁਨੀਆਂ ਦਾ ਹਰੇਕ ਰਾਜ ਸੰਕਟ-ਗ੍ਰਸਤ ਦਿਖਾਈ ਦੇ ਰਿਹਾ ਹੈ। ਕੋਈ ਆਰਥਿਕ ਤੌਰ ਤੇ ਅਮੀਰ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਵੀ ਸੱਭਿਆਚਾਰਕ ਕੰਗਾਲੀ ਵਿਚ ਫਸਦਾ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਕੋਈ ਸੱਭਿਆਚਾਰਕ ਵਿਕਾਸ ਲਈ ਕੋਸ਼ਿਸ਼ਾਂ ਕਰਦਾ ਆਰਥਿਕ ਵੱਲ ਵੱਧ ਰਿਹਾ ਹੈ। ਮਨੁੱਖੀ ਭਾਈਚਾਰੇ ਲਈ ਇਕ ਵਧੀਆ ਧਾਰਮਿਕ (ਨੈਤਿਕ), ਸਭਿਆਚਾਰਕ ਤੇ ਆਰਥਿਕ ਮਾਡਲ ਪੇਸ਼ ਕਰਨ ਵਿਚ ਉਹਨਾਂ ਦੀ ਅਸਫਲਤਾ ਉਹਨਾਂ ਦੇ ਰਾਜਾਂ ਦੇ ਸੰਕਟਾਂ ਦਾ ਕਾਰਨ ਬਣੀ ਪਈ ਹੈ।

ਲੀਡਰ ਤੇ ਸੰਗਤ

ਸਿੱਖੀ ਸਿਧਾਂਤਾਂ ਮੁਤਾਬਿਕ ਸਾਡੇ ਧਰਮ ਵਿਚ ਗੁਰੂ ਤੋਂ ਬਾਅਦ ਸੰਗਤ ਦੀ ਹੈਸੀਅਤ ਪ੍ਰਮੁੱਖ ਹੈ। ਸੰਗਤ ਨੂੰ ਵਿਸ਼ਵਾਸ ਵਿਚ ਲੈਂਦਿਆ ਹੀ ਕੋਈ ਆਗੂ ਖਾਲਸਈ ਸਿਧਾਂਤਾਂ ਤੇ ਅੱਗੇ ਵੱਧ ਸਕਦਾ ਹੈ। ਬੇਗਾਨੇ ਸਿਧਾਂਤ ਕਹਿੰਦੇ ਹਨ ਕਿ ਲੋਕ ਤਾਂ ਭੇਡਾਂ ਬੱਕਰੀਆਂ ਹੁੰਦੇ ਹਨ, ਉਹਨਾਂ ਨੂੰ ਜਿਧਰ ਮਰਜ਼ੀ ਮੋੜ ਲਓ। ਇਨ੍ਹਾਂ ਸਿਧਾਂਤਾਂ ਤੋਂ ਪ੍ਰਭਾਵਿਤ ਕਈ ਆਗੂ ਸੰਗਤਾਂ ਨੂੰ ਵਿਸ਼ਵਾਸ ਵਿਚ ਲੈਣ ਦੀ ਥਾਂ ਉਹਨਾਂ ਨੂੰ ਝੂਠੇ ਸਬਜ਼-ਬਾਗ਼ ਦਿਖਾਉਂਦੇ ਹਨ। ਸੰਗਤਾਂ ਨੂੰ ਝੂਠ ਦੇ ਆਸਰੇ ਆਪਣੇ ਮਗਰ ਵੀ ਚੱਲ ਪੈਂਦੇ ਹਨ। ਪਰ ਸਮੇ ਦੇ ਨਾਲ ਜਦ ਢੋਲ ਦਾ ਪੋਲ ਖੁਲ੍ਹਦਾ ਹੈ ਤਾਂ ਲੋਕ ਮੂੰਹ ਮੋੜ ਲੈਂਦੇ ਹਨ। ਫਿਰ ਲੀਡਰ ਲੋਕਾਂ ਨੂੰ ਗਾਹਲਾਂ ਕੱਢਦੇ ਹਨ। ਪਰ ਉਹ ਲੀਡਰ ਸਿੱਖੀ ਸਿਧਾਂਤਾਂ ਮੁਤਾਬਿਕ ਠੀਕ ਨਹੀਂ ਚੱਲ ਰਹੇ ਹੁੰਦੇ। ਸਿੱਖੀ ਸਿਧਾਂਤ ਸੰਗਤ ਨਾਲ ਝੂਠ ਮਾਰਨ ਦੀ ਮਨਾਹੀ ਕਰਦਾ ਹੈ। ਸਿੱਖੀ ਸਿਧਾਂਤ ਸੰਗਤਾਂ ਤੋਂ ਓਹਲੇ ਰੱਖਣ ਦੀ ਮਨਾਹੀ ਕਰਦਾ ਹੈ।

ਸਿੱਖੀ ਸਿਧਾਂਤ ਹਰ ਲੀਡਰ ਨੂੰ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਦੀ ਸੇਧ ਅਨੁਸਾਰ ਲਹਿਰ ਜਥੇਬੰਦ ਕਰਨ ਦੇ ਆਪਣੇ ਤਰੀਕਾਕਾਰ ਨੂੰ ਸੰਗਤਾਂ ਦੀ ਪ੍ਰਵਾਨਗੀ ਲਈ ਪੇਸ਼ ਕਰਨ ਦਾ ਪਾਬੰਦ ਬਣਾਉਂਦਾ ਹੈ ਤੇ ਫਿਰ ਸੰਗਤਾਂ ਨੂੰ ਸਹਿਮਤ ਕਰਾ ਕੇ ਖ਼ਾਲਸਈ ਨਿਸ਼ਾਨੇ ਵੱਲ ਵਧਣ ਦਾ ਰਾਹ ਦਿਖਾਉਂਦਾ ਹੈ। ਇਥੇ ਇਸ ਗੱਲ ਨੂੰ ਧਿਆਨ ਵਿਚ ਰੱਖਣਾ ਚਾਹੀਦਾ ਹੈ ਕੇ ਸਿੱਖੀ ਸਿਧਾਂਤ ਕਿਸੇ ਲੀਡਰ ਵਲੋਂ ਆਮ ਸੰਗਤ ਕੋਲੋਂ ਗੁਰਮਤ ਦੀ ਸੇਧ ਦੇ ਉਲਟ ਲਏ ਫ਼ਤਵੇ ਨੂੰ ਪ੍ਰਵਾਨ ਨਹੀਂ ਕਰਦਾ, ਜਿਵੇਂ ਲੀਡਰ ਆਮ ਤੌਰ ਤੇ ਗ਼ਲਤ ਕੰਮਾਂ ਲਈ ਸੰਗਤਾਂ ਦੇ ਹੱਥ ਖੜੇ ਕਰਾਉਂਦੇ ਹਨ।

ਇਸ ਤਰ੍ਹਾਂ ਖ਼ਾਲਸਈ ਸਿਧਾਂਤਾਂ ਮੁਤਾਬਿਕ ਲੋਕ ਲਹਿਰ ਦੀ ਉਸਾਰੀ ਕਰਨ ਅਤੇ ਖ਼ਾਲਿਸਤਾਨ ਦੀ ਬੁਨਿਆਦ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨ ਲਈ ਸਾਨੂੰ ਇਹਨਾਂ ਨੁਕਤਿਆਂ ਉੱਤੇ ਵਿਚਾਰ ਕਰਨਾ ਬਹੁਤ ਜ਼ਰੂਰੀ ਹੈ। ਸਾਨੂੰ ਇਹ ਮੰਨ ਕੇ ਚੱਲਣਾ ਚਾਹੀਦਾ ਹੈ ਕੇ ਸਾਡਾ ਮਾਰਗ-ਦਰਸ਼ਕ ਤੇ ਰਹਿਬਰ ਸ੍ਰੀ ਗੁਰੂ ਗ੍ਰੰਥ ਸਾਹਿਬ ਜੀ ਹਨ। ਅਸੀਂ ਕੁੱਝ ਵੀ ਅਜਿਹਾ ਕਰਨ ਦੇ ਹੱਕਦਾਰ ਨਹੀਂ, ਜੋ ਉਸ ਮੁਤਾਬਿਕ ਦਰੁਸਤ ਨਾ ਹੋਵੇ। ਸਾਡੇ ਲੀਡਰ ਜੇਕਰ ਉਸਦੀ ਸੇਧ ਮੁਤਾਬਿਕ ਸੰਗਤ ਨੂੰ ਚੱਲਣ ਦੀ ਪ੍ਰੇਰਣਾ ਕਰਦੇ ਹਨ ਤਾਂ ਸਾਨੂੰ ਉਹਨਾਂ ਦੀ ਅਗਵਾਈ ਕਬੂਲ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ। ਜੇਕਰ ਉਹਨਾਂ ਵਿਚ ਕੋਈ ਨੁਕਸ ਹੈ ਤਾਂ ਸੰਗਤ ਨੂੰ ਹੱਕ ਹੈ ਕੇ ਉਸ ਤੇ ਕਿੰਤੂ ਕਰੇ ਅਤੇ ਲੀਡਰ ਦਾ ਫ਼ਰਜ਼ ਹੈ ਕੇ ਉਹ ਸੰਗਤ ਦੀ ਰਾਇ ਲਵੇ। ਇਸ ਤਰ੍ਹਾਂ ਸਾਨੂੰ ਇਕ ਲੋਕ ਲਹਿਰ ਦੀ ਉਸਾਰੀ ਵੱਲ ਵਧਣਾ ਚਾਹੀਦਾ ਹੈ।

ਸ਼ਹੀਦ ਭਾਈ ਜਸਵੰਤ ਸਿੰਘ ਖਾਲੜਾ ਵੱਲੋਂ “ਦੇਸ ਪ੍ਰਦੇਸ” ਦੇ ੨੬-੬-੯੨ ਅੰਕ ਵਿੱਚੋਂ ਛਪਿਆ ਲੇਖ।

ਸਾਡੀ ਲਹਿਰ ਅੰਦਰ ਬਹੁਤੀਆਂ ਬੀਮਾਰੀਆਂ ਦੀ ਜੜ੍ਹ ਇਹ ਅਧਾਰਮਿਕ ਪ੍ਰਵਿਰਤੀ ਹੈ ਕਿ (ਰਾਜਨੀਤੀ ਅੰਦਰ ਸੱਚ ਜਾਂ ਅਸੂਲਾਂ ਦੀ ਥਾਂ) ਪਦਾਰਥਕ ਫਾਇਦੇ ਨੂੰ ਪਹਿਲ ਦਿੱਤੀ ਜਾਵੇ। ਇਹ ਪ੍ਰਵਿਰਤੀ ਸਾਨੂੰ ਫੌਰੀ ਫਾਇਦੇ ਵੱਲ ਖਿੱਚਦੀ ਹੈ ਪਰ ਲੰਮੀ ਹਾਰ ਤੋਂ ਸੁਚੇਤ ਨਹੀਂ ਕਰਦੀ। ਸਾਡੀ ਲਹਿਰ ਦੇ ਕਈ ਆਗੂ ਸਟੇਜ ਤੋਂ ਝੂਠ ਬੋਲਦੇ ਹਨ। ਜੇ ਪੁੱਛੀਏ ਤਾਂ ਕਹਿੰਦੇ ਹਨ ਕਿ ਝੂਠ ਬੋਲਿਆਂ ਜੇ ਲੋਕਾਂ ਦੇ ਹੌਂਸਲੇ ਬੁਲੰਦ ਹੋਣ ਤਾਂ ਹੋਰ ਕੀ ਚਾਹੀਦਾ ਹੈ। ਉਨ੍ਹਾਂ ਦੀ ਇਕ ਪੱਕੀ ਸਮਝ ਹੈ ਕਿ ‘ਰਾਜਨੀਤੀ ਤੇ ਜੰਗ ਵਿਚ ਕੋਈ ਅਸੂਲ ਨਹੀਂ ਹੁੰਦਾ, ਜਿਹਨਾਂ ਵਾਸਤੇ ਹਰ ਹਰਬਾ ਵਰਤਣਾ ਚਾਹੀਦਾ ਹੈ’।

ਪਰ ਮਿੱਤਰ ਪਿਆਰਿਓ ਅਸੀਂ ਜੰਗ ਸ਼ੁਰੂ ਕੀਤੀ ਹੈ ਧਰਮ ਦੀ ਚੜ੍ਹਦੀ ਕਲਾ ਲਈ। ਸਾਨੂੰ ਲੜਨਾ ਸਿਖਾਇਆ ਹੈ ਸਾਡੇ ਧਾਰਮਿਕ ਅਸੂਲਾਂ ਨੇ। ਜੇ ਇਸ (ਲੜਾਈ) ਵਿਚ ਜਿੱਤਣਾ ਚਾਹੀਦਾ ਹੈ ਤਾਂ ਉਹ ਸਾਡਾ ਧਰਮ ਹੀ ਜਿੱਤਣਾ ਚਾਹੀਦਾ ਹੈ, ਸਾਡਾ ਧੜਾ ਨਹੀਂ। ਅਤੇ ਜੇਕਰ ਲੜਾਈ ਦੇ ਮੈਦਾਨ ਵਿਚ ਅਸੀਂ ਧਰਮ ਦਾ ਪੱਲਾ ਹੀ ਛੱਡ ਬੈਠੇ ਤਾਂ ਸਾਡੀ ਲੜਾਈ ਦਾ ਤਾਂ ਮੁੱਦਾ ਹੀ ਖਤਮ ਹੈ, ਜਿੱਤਣਾ ਜਾਂ ਲੜਨਾ ਕਾਹਦੇ ਲਈ… ਧਰਮ ਸੱਚ ਦਾ ਨਾਂ ਹੈ ਅਤੇ ਸੱਚ ਦੀ ਲੜਾਈ ਧਰਮ ਦੀ ਲੜਾਈ ਹੈ। ਧਰਮ ਦੇ ਨਾਂ ‘ਤੇ ਪਦਾਰਥ ਦੀ ਲੜਾਈ ਗਾਂਧੀਵਾਦੀ ਲੜਾਈ ਹੈ। ਉਹੋ ਜਿਹੇ (ਸਿੱਖ) ਰਾਜ ਵਿਚ ਤੇ ਭਾਰਤੀ ਰਾਜ ਵਿਚ ਕੋਈ ਫਰਕ ਨਹੀਂ ਹੋਵੇਗਾ। ਜਿਹੜੇ ਲੋਕ ਇਹ ਦਲੀਲ ਦਿੰਦੇ ਹਨ ਕਿ ਝੂਠ ਮਾਰਨ ਤੋਂ ਬਿਨਾਂ, ਕਹਿਣੀ ਤੇ ਕਰਨੀ ਵਿਚ ਫਰਕ ਰੱਖਣ ਤੋਂ ਬਿਨਾਂ ਅਸੀਂ ਜਿੱਤ ਹੀ ਨਹੀਂ ਸਕਦੇ, ਉਹਨਾਂ ਦਾ ਧਰਮ ਤੇ ਸੱਚ ਵਿਚ ਵਿਸ਼ਵਾਸ਼ ਅਜੇ ਪੱਕਾ ਨਹੀਂ ਹੋਇਆ ਜਾਪਦਾ। ਜਿਹੜੇ ਲੋਕ ਹੋਰਨਾਂ ਪਦਾਰਥਵਾਦੀ ਲਹਿਰਾਂ ਦੀ ਜਿੱਤ ਤੋਂ ਸਿੱਖਣ ਦੀਆਂ ਗੱਲਾਂ ਕਰਦੇ ਹਨ ਉਹਨਾਂ ਨੂੰ ਸੋਚਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਉਹ ਲਹਿਰਾਂ ਜਿੱਤ ਕੇ ਵੀ ਅੰਤ ਹਾਰ ਹੀ ਗਈਆਂ ਹਨ।

ਰਾਜਨੀਤੀ ਕੂੜ ਦਾ ਨਾਂ ਨਹੀਂ ਹੈ। ਰਾਜਨੀਤੀ ਸਮਾਜਿਕ ਰਿਸ਼ਤਿਆਂ ਨੂੰ ਤੈਅ ਕਰਨ ਵਾਲੇ ਅਸੂਲਾਂ ਦਾ ਨਾਂ ਹੈ। ਜੇਕਰ ਇਹ ਸੱਚ ਦੇ ਆਧਾਰ ‘ਤੇ ਤੈਅ ਹੋਣਗੇ ਤਾਂ ਧਰਮੀ ਰਾਜਨੀਤੀ ਹੋਵੇਗੀ ਤੇ ਜੇਕਰ ਝੂਠ ਦੇ ਆਧਾਰ ‘ਤੇ ਹੋਣਗੇ ਤਾਂ ਅਧਰਮੀ ਰਾਜਨੀਤੀ ਹੋਵੇਗੀ। ਖਾਲਿਸਤਾਨ ਲਹਿਰ ਅੰਦਰਲੀਆਂ ਊਣਤਾਈਆਂ ਦੂਰ ਕਰਨ ਦੇ ਚਾਹਵਾਨੋਂ, ਲਹਿਰ ਦੇ ਅੰਦਰ ਝਾਤੀ ਮਾਰੋ। ਸਭ ਤੋਂ ਵੱਡੀ ਕਮਜ਼ੋਰੀ ਇਸ ਗੱਲ ਵਿਚ ਪਈ ਹੈ ਕਿ ਅਸੀਂ ਸੱਚ ਦੇ ਧੁਰੇ ਸਿੱਖ ਧਰਮ ਨੂੰ ਪ੍ਰਚੱਲਤ ਕੂੜ ਸਿਆਸਤ ਨਾਲ ਨੱਥੀ ਕਰਨ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਕਰ ਰਹੇ ਹਾਂ… ਆਓ ਧਰਮ ਅਧਾਰਿਤ ਰਾਜਨੀਤੀ ਦਾ ਪੱਲਾ ਫੜੀਏ। ਲੁੱਤ ਘੁੱਤ ਰਾਜਨੀਤੀ ਦਾ ਖਹਿੜਾ ਛੱਡੀਏ… ਆਓ ਸੱਚ ਦਾ ਪੱਲਾ ਫੜ ਕੇ ਸੱਚ ਦੀ ਆਜ਼ਾਦੀ (ਖਾਲਿਸਤਾਨ) ਦੀ ਲੜਾਈ ਵਿਚ ਕੁੱਦੀਏ!

At the root of many of the problems plaguing our movement today lies this cynical tendency of prioritizing material (padarath) gain over truth or principle in the realm of politics. This inclination pulls us toward short-term gains while pulling our attention away from the long-term harms of this approach. Many self-proclaimed leaders of the movement blatantly lie from stages. When challenged, they respond: “If lying boosts people’s morale, what more could one ask for?” They firmly believe that “all is fair in politics and war—every tactic is fair game.”

But piyario, we took up this battle in the name of dharam (faith/righteousness). It is our dharmic principles that taught us to fight. If we are to win this war, then it must be our dharam that prevails—not merely our faction. If we abandon our dharam on the battlefield itself, the purpose of our struggle collapses altogether. What then are we fighting or winning for?

Dharam is the name of Truth, and the fight for Truth is the fight for dharam. A battle for material interest waged in the name of dharam is a Gandhian farce. There will be no difference between such a "Sikh" state and the Indian state. Those who argue that we cannot win without lying, or without saying one thing and doing another, clearly have not yet developed their faith in dharam or in sach (Truth). Those who seek lessons solely from the victories of padarathvadi (materialist) movements must reflect on the reality that those very movements, even after winning, ultimately suffered defeat.

Politics is not the name of deceit. Politics is the name of the principles that govern social relationships. If these relationships are grounded in Truth, the result is a dharmic mode of politics; if they are based in koor (falsehood), the outcome is adharamic (cynical/atheistic) politics. Those who wish to address the vulnerabilities within the Khalistan movement today must look within. Our gravest failing lies in the way we are attempting to attach the axis of Truth—Sikh dharam—to the prevailing politics of falsehood.

Let us instead grasp the palla (robe) of dharam-centric politics. Let us forsake the swamp of exploitative, power-hungry politicking. Let us grasp the hem of Truth and throw ourselves into the struggle for the freedom of Truth—into the struggle for Khalistan.

ਪੰਜਾਬ ਵਿੱਚ ਆਏ ਮੌਜੂਦਾ ਹੜ੍ਹਾਂ ਦੇ ਅਸਲੀ ਕਾਰਣਾਂ ਨੂੰ ਸਮਝਣ ਤੇ ਉਹਨਾਂ ਦਾ ਹੱਲ ਕੱਢਣ ਲਈ ਮਹਿਜ਼ ਹਮਦਰਦੀ, ਸਮਾਜ ਸੇਵੀ ਸੰਸਥਾਵਾਂ ਨੂੰ ਦਾਨ-ਪੁੰਨ ਜਾਂ ਦਿੱਲੀ ਵੱਲ ਗੁੱਸਾ ਕੱਢ ਕੇ ਅਸੀਂ ਅੱਜ ਸੁਰਖਰੂ ਨਹੀਂ ਹੋ ਸਕਦੇ। ਮੌਜੂਦਾ ਸੰਕਟ ਸਿਰਫ ਪਾਣੀ ਦੇ ਸਥਾਨਕ ਵਿਵਾਦ ਜਾਂ ਮਸਲਾ ਨਹੀਂ ਰਿਹਾ ਅਤੇ ਇਸ ਨੂੰ ਨਜਿੱਠਣ ਲਈ ਜਿੰਮੇਵਾਰੀ ਦਾ ਭਾਂਡਾ ਹੋਰ ਕਿਸੇ ਦੇ ਸਿਰ ਭੰਨ ਕੇ ਹੱਲ ਨਹੀਂ ਹੋਣ ਲੱਗਾ।

ਭਾਵੇਂ ਕਿ ਸਮਾਜਕ ਜਾਗਰੁਕਤਾ ਲਿਆਉਣੀ ਵੀ ਜਰੂਰੀ ਹੈ ਪਰ ਅਸਲ ਮਸਲਾ ਅਤੇ ਦੀਰਘ ਕਾਲ ਵਾਲਾ ਹੱਲ ਇਸੇ ਗੱਲ ਵਿੱਚ ਹੈ ਕਿ ਸਿੱਖ ਸੰਗਤਾਂ ਜਮੀਨੀ ਪੱਧਰ ‘ਤੇ ਸਟੇਟ ਤੰਤਰ ਦੇ ਮੁਕਾਬਲੇ ਆਪਣੀ ਸੁਤੰਤਰ ਤਾਕਤ ਉਸਾਰਨ ਲਈ ਯਤਨਸ਼ੀਲ ਹੋਣ ਜਿਵੇਂ ਗੁਰੂ-ਕਾਲ ਦੇ ਇਤਿਹਾਸਕਾਰ ਗੁਰੂ ਘਰ ਨੂੰ “ਸਟੇਟ ਵਿਦ ਇਨ ਸਟੇਟ” ਪ੍ਰਭਾਸ਼ਿਤ ਕਰਦੇ ਆਏ ਹਨ (“State within a state”)। ਇਸੇ ਹੀ ਤਰੀਕੇ ਦੇ ਨਾਲ ਸਥਾਨਕ ਸੂਬੇਦਾਰਾਂ ਦਾ ਪ੍ਰਸ਼ਾਸਨ, ਪੱਛਮੀ “ਵਿਕਾਸ” ਮਾਡਲਾਂ ਦੀਆਂ ਮਾਰੂ ਵਿਗਾੜਾਂ, ਅਤੇ ਇੰਡੀਅਨ ਸਟੇਟ ਵੱਲੋਂ ਕੁਦਰਤੀ ਸਰੋਤਾਂ ਨੂੰ ਹਥਿਆਉਣ ਵਾਲੀ ਨੀਤੀ ਨੂੰ ਸਫਲਤਾ ਨਾਲ ਟੱਕਰ ਦਿੱਤੀ ਜਾ ਸਕਦੀ ਹੈ।

ਸਾਡੇ ਹੱਲ ਖੁਦਮੁਖਤਿਆਰ ਜਥਿਆਂ ਅਤੇ ਸਥਾਨਕ ਸੰਗਤਾਂ ਦੀਆਂ ਸੁਤੰਤਰ ਪਹਿਲਕਦਮੀਆਂ ਨਾਲ ਹੀ ਸਿਰਜੇ ਜਾ ਸਕਦੇ ਹਨ—ਨਾ ਕਿ ਦਿੱਲੀ ਦੇ ਗੁਲਾਮ ਪੰਜਾਬੀ ਸੂਬੇਦਾਰਾਂ ਰਾਹੀਂ। ਪਰ ਸਭ ਤੋਂ ਮਹੱਤਵਪੂਰਨ ਗੱਲ ਇਹ ਹੈ ਕਿ ਅਸੀਂ ਸਥਾਨਕ, ਖੇਤਰੀ, ਅਤੇ ਭੂ-ਰਾਜਨੀਤਕ ਹਲਾਤਾਂ ਦੀਆਂ ਠੋਸ ਹਕੀਕਤਾਂ ਨੂੰ ਸਮਝੀਏ ਤਾਂ ਕਿ ਇਹ ਸਪੱਸ਼ਟ ਹੋਵੇ ਕਿ ਅਸਲ ਵਿੱਚ ਅੱਜ ਦਾਅ ‘ਤੇ ਕੀ ਲੱਗਿਆ ਹੈ। ਅਸੀਂ ਭਵਿੱਖ ਵਿੱਚ ਕਿਸੇ ਚਮਤਕਾਰੀ ਹੱਲ ਦੀ ਉਡੀਕ ਨਹੀਂ ਕਰ ਸਕਦੇ, ਸਗੋਂ ਆਪਣੀ ਤਾਕਤ, ਯੋਗਤਾ ਅਤੇ ਵਿਓਂਤਬੰਦੀ ਨੂੰ ਅੱਜ ਹੀ ਘੜਨਾ ਸ਼ੁਰੂ ਕਰਨਾ ਪਵੇਗਾ।

ਪੰਜਾਬ ਦਾ ਜਲ ਸੰਕਟ ਹੁਣ ਦੱਖਣੀ ਏਸ਼ੀਆ ਦੇ ਖੇਤਰ ਵਿੱਚ ਭੂ-ਰਾਜਨੀਤਿਕ (geo-political) ਤਣਾਅ ਦਰਮਿਆਨ ਉਭਰ ਰਿਹਾ ਹੈ ਅਤੇ ਆਉਣ ਵਾਲੇ ਸਾਲਾਂ ਵਿੱਚ ਇਹ ਜੰਗ ਅਤੇ ਟਕਰਾਅ ਦਾ ਇੱਕ ਕੇਂਦਰ ਬਿੰਦੂ ਬਣ ਸਕਦਾ। ਹੁਣ ਇਹ ਸਿਰਫ਼ ਦਿੱਲੀ ਉੱਤੇ ਉਂਗਲ ਚੁੱਕਣ ਦੀ ਗੱਲ ਨਹੀਂ ਰਹੀ, ਸਗੋਂ ਸਾਨੂੰ ਸੋਚਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਅਸੀਂ ਅੱਜ ਤੋਂ ਹੀ ਆਉਣ ਵਾਲੀਆਂ ਮੁਸੀਬਤਾਂ ਲਈ ਕਿਵੇਂ ਤਿਆਰੀ ਕਰੀਏ ਜਿਸ ਰਾਹੀਂ ਸਾਡੇ ਭਵਿੱਖ ਦੇ ਰਾਹ ਉਸਾਰੇ ਜਾ ਸਕਣ।

ਅਮਰੀਕੀ ਖੁਫੀਆ ਏਜੰਸੀਆਂ ਨੇ ੨੦੨੧ ਦੀ ਇੱਕ ਰਿਪੋਟ ਵਿੱਚ ਇੰਡੀਆ ਅਤੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਉਹਨਾਂ ੧੧ ਦੇਸ਼ਾਂ ਵਿੱਚ ਸ਼ਾਮਲ ਕੀਤਾ ਸੀ ਜੋ ਵਾਤਾਵਰਣ ਤੇ ਸਮਾਜਕ ਸੰਕਟਾਂ ਦੇ ਮੁਕਾਬਲੇ ਲਈ “ਬਹੁਤ ਹੀ ਨਾਜ਼ੁਕ” ਹਨ। ਉਸ ਰਿਪੋਰਟ ਨੇ ਇਹ ਅਨੁਮਾਨ ਲਾਇਆ ਸੀ ਕਿ “ਗਲੋਬਲ ਵਾਰਮਿੰਗ ਦੇ ਕਾਰਨ ਭੂ-ਰਾਜਨੀਤਿਕ ਤਣਾਅ ਅਤੇ ਖ਼ਤਰਿਆਂ ਵਿੱਚ ਵਾਧਾ ਹੋਵੇਗਾ...”। ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਗੱਲ ‘ਤੇ ਖ਼ਾਸ ਜੋਰ ਦਿੱਤਾ ਕਿ ਆਉਣ ਵਾਲੇ ਸਾਲਾਂ ਵਿੱਚ ਪਾਣੀ ਦੇ ਵਿਵਾਦ ਦੱਖਣੀ ਏਸ਼ੀਆ ਵਿੱਚ ਟਕਰਾਅ ਦੇ ਮੁੱਖ ਕਾਰਣ ਬਨਣਗੇ।

ਚਾਰ ਸਾਲ ਬਾਅਦ ਅੱਜ ਉਹ ਬਿਆਨ ਸੱਚ ਸਾਬਤ ਹੋ ਰਹੇ ਹਨ। ਮਈ ੨੦੨੫ ਵਿੱਚ ਭਾਰਤ ਵੱਲੋਂ ਇੰਡਸ ਵਾਟਰ ਟ੍ਰੀਟੀ ਨੂੰ ਇਕਪਾਸੜ ਤਰੀਕੇ ਨਾਲ ਰੱਦ ਕਰਨਾ ਕੁਦਰਤੀ ਸਰੋਤਾਂ ਨੂੰ ਹਥਿਆਰ ਵਜੋਂ ਵਰਤਣ ਦੀ ਇਕ ਰਣਨੀਤਿਕ ਕੋਸ਼ਿਸ਼ ਹੈ। ਅਲ ਜਜ਼ੀਰਾ ਦੀਆਂ ਰਿਪੋਰਟਾਂ ਮੁਤਾਬਕ ਇੰਡੀਆ ਨੇ ਦਰਿਆਵਾਂ ਦੇ ਵਹਾਅ ਨੂੰ ਜ਼ਬਰਦਸਤੀ ਬਦਲਣ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਕੀਤੀਆਂ ਤੇ ਇਸ ਨਾਲ ਪਾਕਿਸਤਾਨ ਦੇ ਬੁਨਿਆਦੀ ਢਾਂਚਿਆਂ ਨੂੰ ਜਾਣਬੁੱਝ ਕੇ ਨੁਕਸਾਨ ਪਹੁੰਚਾਉਣ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ਵੀ ਕੀਤੀਆਂ।

ਇਹ ਕੋਈ ਨਵੀਂ ਰਣਨੀਤੀ ਨਹੀਂ—੧੯੮੮ ਵਿੱਚ ਭਾਖੜਾ ਡੈਮ ਰਾਹੀਂ ਪੰਜਾਬ ਦੇ ਪਿੰਡਾਂ ਕਸਬਿਆਂ ਨੂੰ ਨਸ਼ਟ ਕਰਕੇ ਸਿੱਖ ਸੰਘਰਸ਼ ਵਿਰੁੱਧ ਵੀ ਇਸੇ ਤਰ੍ਹਾਂ ਦਾ ਹਮਲਾ ਕੀਤਾ ਗਿਆ ਸੀ। ਉਸ ਜ਼ਬਰ ਦੇ ਜਵਾਬ ਵਿੱਚ ਸਿੱਖ ਜੁਝਾਰੂਆਂ ਨੇ ਭਾਖੜਾ ਬਿਆਸ ਮੈਨੇਜਮੈਂਟ ਬੋਰਡ ਦੇ ਚੇਅਰਮੈਨ ਮੇਜਰ ਜਨਰਲ ਬੀ.ਐਨ. ਕੁਮਾਰ ਦਾ ਸੋਧਾ ਲਾਇਆ ਸੀ।

ਪੰਜਾਬ ਨੂੰ ਨਾ ਤਾਂ ਮਹਿਜ਼ ਹਮਦਰਦੀ ਬਚਾ ਸਕਦੀ ਹੈ, ਨਾ ਹੀ ਸਮਾਜ ਸੇਵੀ ਸੰਸਥਾਵਾਂ ਨੂੰ ਦਾਨ-ਪੁੰਨ ਤੇ ਨਾਂ ਹੀ ਸੋਸ਼ਲ ਮੀਡੀਆ ਤੇ ਜ਼ਾਹਰ ਕੀਤਾ ਗੁੱਸਾ। ਅਸੀਂ ਸਿਰਫ਼ ਇਕ ਵਾਤਾਵਰਣੀ (ਕਲਾਈਮੇਟ) ਸੰਕਟ ਦਾ ਸਾਹਮਣਾ ਨਹੀਂ ਕਰ ਰਹੇ, ਸਗੋਂ ਇੱਕ ਤੇਜ਼ ਹੁੰਦੇ ਭੂ-ਰਾਜਨੀਤਿਕ ਟਕਰਾਅ ਦਾ ਸਾਹਮਣਾ ਕਰ ਰਹੇ ਹਾਂ ਜਿੱਥੇ ਪੰਥ-ਪੰਜਾਬ ਜੰਗ ਦੀ ਸਫਬੰਦੀ ਵਿੱਚ ਮੂਹਰਲੀ ਕਤਾਰ ‘ਤੇ ਹੈ।

ਇਨ੍ਹਾਂ ਨਾਜ਼ੁਕ ਹਲਾਤਾਂ ਵਿੱਚ ਤੰਗ-ਨਜ਼ਰੀ ਜਾਂ ਸਾਜਸ਼ ਵਾਲੇ ਬਿਰਤਾਂਤ, ਆਰਜ਼ੀ ਰਾਹਤ ਜਾਂ ਸੋਸ਼ਲ ਮੀਡੀਆ ਦੀਆਂ ਚੰਦ ਪਲਾਂ ਦੀਆਂ ਸਰਗਰਮੀਆਂ ਨਾਲ ਅਸੀਂ ਸੰਤੁਸ਼ਟ ਨਹੀਂ ਹੋ ਸਕਦੇ। ਫੌਰੀ ਰਾਹਤ ਲਈ ਸਮਾਜਕ ਮੁਹਿੰਮਾਂ ਤੇ ਦਿੱਲੀ ਵਿਰੁੱਧ ਗੁੱਸਾ ਲਾਜ਼ਮੀ ਹੈ, ਪਰ ਇਹ ਆਪਣੇ ਆਪ ਵਿੱਚ ਕਾਫ਼ੀ ਨਹੀਂ ਹਨ।

ਅਸਲ ਸਵਾਲ ਇਹ ਹੈ: ਅਸੀਂ ਪੰਥ ਵਜੋਂ ਅੱਜ ਉਹ ਸੁਤੰਤਰ ਯੋਗਤਾ ਕਿਵੇਂ ਬਣਾਈਏ ਜੋ ਇਹ ਤਬਾਹੀ, ਸਾਮਰਾਜੀ ਹਮਲਿਆਂ ਅਤੇ ਭੂ-ਰਾਜਨੀਤਕ ਟਕਰਾਅ ਦਾ ਸਾਹਮਣਾਂ ਕਰਦੇ ਹੋਏ ਇਸ ਗੱਲ ਨੂੰ ਮੁਖ਼ਾਤਿਬ ਹੋਈਏ ਕਿ ਪੰਜਾਬ ਦੀ ਰੱਖਿਆ, ਸੰਭਾਲ ਅਤੇ ਖੁਸ਼ਹਾਲੀ ਦਾ ਪ੍ਰਬੰਧ ਕਿਸ ਤਰ੍ਹਾਂ ਹੋਵੇ?

ਜਿਵੇਂ ਸਿੱਖ ਜਥਿਆਂ ਤੇ ਮਿਸਲਾਂ ਨੇ ੧੮ਵੀਂ ਸਦੀ ਵਿੱਚ ਲੋਕਾਂ ਦੀ ਰੱਖਿਆ ਲਈ ਰਾਖੀ ਪ੍ਰਬੰਧ ਸਿਰਜਿਆ ਸੀ, ਅੱਜ ਸਾਨੂੰ ਉਹੀ ਤਾਕਤ, ਅਣਖ ਅਤੇ ਇਨਸਾਫ ਦੀ ਪਹਿਰੇਦਾਰੀ ਕਰਨ ਵਾਲੇ ਢਾਂਚਿਆਂ ਨੂੰ ਆਪਣੇ ਮੌਜੂਦਾ ਹਲਾਤਾਂ ਅਨੁਸਾਰ ਮੁੜ ਉਸਾਰਨ ਦੀ ਲੋੜ ਹੈ।

ਸਿੱਖ ਸੰਗਤਾਂ ਸੁਤੰਤਰ ਤੌਰ ‘ਤੇ ਅਤੇ ਸਥਾਨਕ ਪੱਧਰ ‘ਤੇ ਲਾਮਬੰਦ ਹੋਣ ਜਿਸ ਰਾਹੀਂ ਇੱਕ ਵਿਕੇਂਦਰੀਕ੍ਰਿਤ ਜਥੇਬੰਦਕ ਢਾਂਚੇ ਅਤੇ ਸਟੇਟ ਤੰਤਰ ਦੇ ਮੁਕਾਬਲੇ ਤਾਕਤ ਉਸਾਰੀ ਜਾ ਸਕੇ। ਸੰਕਟਮਈ ਹਲਾਤਾਂ ਅਤੇ ਅਣਕਿਆਸੀਆਂ ਮੁਸੀਬਤਾਂ ਦੇ ਸਨਮੁੱਖ ਆਪਣੀ ਸੁਤੰਤਰ ਤਾਕਤ ਬਨਾਉਣ ਦਾ ਸਾਰਥਕ ਕਦਮ ਇਹੀ ਸਾਬਤ ਹੋਵੇਗਾ। ਜ਼ਮੀਨੀ ਪੱਧਰ ਤੋਂ ਇਹੋ ਜਿਹੀ ਲਾਮਬੰਦੀ ਹੀ ਸਾਨੂੰ ਪੂੰਜੀਵਾਦੀ “ਵਿਕਾਸ”, ਸਥਾਨਕ ਸੂਬੇਦਾਰਾਂ, ਅਤੇ ਦਿੱਲੀ ਦੇ ਗਲਬੇ ਤੋਂ ਮੁਕਤ ਕਰ ਸਕਦੀ ਹੈ।

ਅਸੀਂ ਕੋਈ ਚਮਤਕਾਰ ਜਾਂ ਕਿਸੇ ਪੂਰਨ (ਪਰਫੈਕਟ) ਹੱਲ ਦੀ ਉਡੀਕ ਨਹੀਂ ਕਰ ਸਕਦੇ ਨਾਂ ਹੀ ਇਹ ਜ਼ਿੰਮੇਵਾਰੀ ਕਿਸੇ ਹੋਰ ਦੇ ਮੋਢਿਆਂ ‘ਤੇ ਸੌਂਪੀ ਜਾ ਸਕਦੀ ਹੈ। ਸਾਡਾ ਭਵਿੱਖ ਸਾਡੇ ਹੀ ਅਮਲ ਤੋਂ ਤਹਿ ਹੋਣਾ ਹੈ। ਪਿੱਛਲੇ ਕਈ ਸਾਲਾਂ ਤੋਂ ਪੰਥ-ਪੰਜਾਬ ਨੂੰ ਦਰਪੇਸ਼ ਹਰ ਮੁਸੀਬਤ ਅਤੇ ਸੰਕਟ ਨੇ ਸਾਨੂੰ ਇੱਕੋ ਸਪੱਸ਼ਟ ਹੋਕਾ ਦਿੱਤਾ ਹੈ ਕਿ ਸੁਤੰਤਰ ਤਾਕਤ ਉਸਾਰ ਕੇ ਖਾਲਸਾਈ ਵਿਰਸੇ ਦੀ ਰੋਸ਼ਨੀ ਵਿੱਚ ਸਾਡੇ ਭਵਿੱਖ ਨੂੰ ਸੰਵਾਰਨ ਵਾਲੀ ਸਰਗਰਮੀ ਅੱਜ ਹੀ ਸ਼ੁਰੂ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ।

ਸ਼ਹੀਦਾਂ ਵੱਲੋਂ ਦਰਸਾਏ ਇਸ ਰਾਹ ‘ਤੇ ਪਾਤਸ਼ਾਹ ਸਹਾਈ ਹੋਣ।

ਗੁਰੂ ਖਾਲਸਾ ਪੰਥ ਦੀ ਵਿਰਾਸਤ ਉਨ੍ਹਾਂ ਮਰਜੀਵੜਿਆਂ ਦੇ ਦੁਆਲੇ ਘੁੰਮਦੀ ਹੈ ਜਿਨ੍ਹਾਂ ਨੇ ਗੁਰੂ ਦੇ ਆਦਰਸ਼—ਬੇਗਮਪੁਰਾ-ਹਲੇਮੀ ਰਾਜ ਨੂੰ ਸਾਕਾਰ ਕਰਨ ਲਈ ਆਪਣੇ ਸੀਸ ਤਲੀ ‘ਤੇ ਰੱਖ ਕੇ ਗੁਰਸਿੱਖੀ ਦੇ ਅਰਥ ਦਰਸਾਏ ਹਨ। ਬਾਬਾ ਬੰਦਾ ਸਿੰਘ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਕਾਇਮ ਕੀਤੇ ਰਾਜ ਤੋਂ ਲੈ ਕੇ ਭਾਈ ਬੋਤਾ ਸਿੰਘ ਗਰਜਾ ਸਿੰਘ ਦੀ ਮਿਸਾਲੀ ਸ਼ਹਾਦਤ, ਭਾਈ ਕਿਸ਼ਨ ਸਿੰਘ ਬੱਬਰ ਦੁਆਰਾ ਫਿਰੰਗੀਆਂ ਨਾਲ ਗੁਰੀਲਾ ਯੁੱਧ ਜਾਂ ਬੀਬੀ ਉਪਕਾਰ ਕੌਰ ਅਤੇ ਹੋਰ ਅਣਗਿਣਤ ਸ਼ਹੀਦਾਂ ਦੀ ਮੌਜੂਦਾ ਇੰਡੀਅਨ ਸਟੇਟ ਨਾਲ ਜੰਗ ਤੱਕ—ਸਿੱਖ ਇਤਿਹਾਸ ਦੇ ਹਰ ਦੌਰ ਵਿੱਚ ਇਸ ਅਦਰਸ਼ ਨੂੰ ਰੂਪਮਾਨ ਕੀਤਾ ਗਿਆ। ਗੁਰੂ ਖਾਲਸਾ ਪੰਥ ਨੇ ਗੁਰੂ ਵੱਲੋਂ ਵਰੋਸਾਈ ਪਾਤਸ਼ਾਹੀ ਦੀ ਟੇਕ ਉੱਤੇ ਹਰ ਇੱਕ ਦੌਰ ਦੇ ਜਾਲਮ ਤਾਕਤ ਨੂੰ ਮੂੰਹ ਤੋੜਵਾਂ ਜਵਾਬ ਦਿੱਤਾ ਜਿਸ ਨੇ ਵੀ ਖਾਲਸਾ ਜੀ ਨੂੰ ਆਪਣੇ ਅਧੀਨ ਕਰਨ ਬਾਰੇ ਸੋਚਿਆ ਜਾਂ ਆਪਣੀ ਜ਼ੁਲਮੀ ਸਲਤਨਤ ਦਾ ਵਿਸਥਾਰ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ।

ਗੁਰੂ-ਕਾਲ ਤੋਂ ਲੈ ਕੇ ਹੁਣ ਤੱਕ ਸਿੱਖ ਸੰਘਰਸ਼ ਜਮੀਨੀ ਪੱਧਰ 'ਤੇ ਕਿਰਿਆਸ਼ੀਲ ਸੁਤੰਤਰ ਸੰਗਤਾਂ ਦੇ ਅਧਾਰ ‘ਤੇ ਲੜਿਆ ਜਾ ਰਿਹਾ। ਗੁਰਮੁਖਾਂ ਦਾ ਅਜਿਹੇ ਸਮਾਜ ਦੀ ਸਿਰਜਣਾ, ਜੋ ਕਿਸੇ ਵੀ ਹਾਲਤ, ਕਿਸੇ ਵੀ ਸ਼ਰਤ ਜਾਂ ਕਿਸੇ ਵੀ ਕੀਮਤ 'ਤੇ ਗੁਲਾਮੀ ਨੂੰ ਸਵੀਕਾਰ ਨਾ ਕਰੇ, ਸਾਡੇ ਸੰਘਰਸ਼ ਦੀ ਨੀਂਹ ਹੈ ਅਤੇ ਖਾਲਸਾ ਰਾਜ ਵੀ ਇਨ੍ਹਾਂ ਜਾਗਰੂਕ ਰੂਹਾਂ ਦੀਆਂ ਸੰਗਤਾਂ ਉੱਤੇ ਹੀ ੳਸਾਰਿਆ ਜਾਵੇਗਾ। ਖਾਲਸਾ ਰਾਜ ਦੇ ਇਸ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੀ ਉਸਾਰੀ ਕੇਵਲ ਸਤਿਗੁਰੂ ਦੀ ਬਖਸ਼ਿਸ਼ ਨਾਲ ਹੀ ਸੰਭਵ ਹੈ। ਗੁਰੂ ਦੀ ਸ਼ਰਨ ਵਿੱਚ ਆ ਕੇ ਗੁਰੂ ਵਾਲੇ ਬਣਨ ਦੇ ਮੁੱਢਲੇ ਕਦਮਾਂ ਤੋਂ ਹੀ ਸੰਘਰਸ਼ ਦੀ ਅਸਲ ਸ਼ੁਰੂਆਤ ਹੁੰਦੀ ਹੈ।

ਸੱਚੇ ਪਾਤਸ਼ਾਹ ਦੀ ਕਿਰਪਾ ਸਦਕਾ, ਅਜਿਹੇ ਗੁਰਮੁਖ ਅਕਾਲੀ ਬਾਣੀ ਦੇ ਸਮੁੰਦਰ ਵਿਚ ਚੁੱਬੀ ਮਾਰ ਕੇ ਇਸ ਸੰਸਾਰ ਵਿਚ ਰਹਿੰਦਿਆਂ ਹੀ ਮਰਜੀਵੜੇ (ਜੀਊਂਦੇ ਜੀਅ ਮੁਕਤ) ਹੋ ਜਾਂਦੇ ਹਨ। ਗੁਰੂ ਦੇ ਸਿੱਖ ਲਈ ਨਾਮ-ਬਾਣੀ ਦਾ ਅਭਿਆਸ ਅਤੇ ਸਰਬੱਤ ਦੇ ਭਲੇ ਲਈ ਸੰਘਰਸ਼, ਭਗਤੀ ਦੇ ਦੋ ਅਨਿੱਖੜਵੇਂ ਅੰਗ ਹਨ। ਇਹ ਦੋਨੋਂ ਅੰਗ ਹੀ ਗੁਰਮੁਖ ਦੀ ਸੰਪੂਰਨਤਾ ਲਈ ਜਰੂਰੀ ਹਨ। ਇਸ ਤਰ੍ਹਾਂ ਗੁਰਮੁਖ ਦੀ ਨਿੱਜੀ ਜ਼ਿੰਦਗੀ ਵਿੱਚ ਕਮਾਇਆ ਗਿਆ ਨਾਮ-ਬਾਣੀ ਦਾ ਅਭਿਆਸ ਜਦੋਂ ਸਮੂਹਿਕ ਰੂਪ ਵਿੱਚ ਪਰਗਟ ਹੁੰਦਾ ਹੈ ਤਾਂ ਉਹ ਸਰਬੱਤ ਦੇ ਭਲੇ ਅਤੇ ਖਾਲਸਾ ਜੀ ਕੇ ਬੋਲ ਬਾਲੇ ਦੀ ਪ੍ਰਾਪਤੀ ਲਈ ਸੰਘਰਸ਼ ਦਾ ਰੂਪ ਧਾਰਨ ਕਰ ਲੈਂਦਾ ਹੈ। ਇਹੀ ਉਹ ਬੁਨਿਆਦ ਹੈ ਜਿਸ ਦੇ ਅਧਾਰ ’ਤੇ ਗੁਰਮੁਖਾਂ ਨੂੰ ਗੁਰੂ ਦੇ ਪਰਉਪਕਾਰੀ ਯੋਧੇ ਬਣਨ ਦੀ ਬਖਸ਼ਿਸ਼ ਨਸੀਬ ਹੋਈ ਹੈ।

੨੩੯ ਸਾਲਾਂ ਦੇ ਗੁਰੂ-ਕਾਲ ਦੌਰਾਨ, ਗੁਰੂ ਸਾਹਿਬ ਨੇ ਨਿਆਰੇ ਪੰਥ ਦੀ ਅਗਵਾਈ ਕਰਦਿਆਂ ਗੁਰਮੁਖ ਸਿਰਜੇ ਅਤੇ ਪੰਥ ਨੂੰ ਮੁਕੰਮਲ ਸੁਤੰਤਰ ਤਾਕਤ ਵਜੋਂ ਸਿਰਜਦੇ ਹੋਏ ਹਰ ਖੇਤਰ ਵਿਚ ਲੋੜੀਂਦੀਆਂ ਸੰਸਥਾਵਾਂ ਦੀ ਉਸਾਰੀ ਕੀਤੀ। ਇਹ ਮੀਰੀ-ਪੀਰੀ ਦਾ ਪ੍ਰਤੱਖ ਰੂਪ ਹੈ—ਜਿਸ ਰਾਹੀਂ ਗੁਰੂ ਖਾਲਸਾ ਪੰਥ ਨੂੰ ਸੌਂਪੀ ਗਈ ਰੂਹਾਨੀ ਅਤੇ ਰਾਜਸੀ ਪ੍ਰਭੂਸੱਤਾ ਦਾ ਪ੍ਰਗਟਾਵਾ ਹੁੰਦਾ ਹੈ।

ਸੁਚੇਤ ਗੁਰਮੁਖ, ਗੁਰੂ ਦੀ ਕਿਰਪਾ ਅਤੇ ਰਹਿਨੁਮਾਈ ਸਦਕਾ ਗੁਰਮਤਿ ਦੇ ਉਪਦੇਸ਼ ਨੂੰ ਅਮਲੀ ਜਾਮਾ ਪਹਿਨਾਉਂਦੇ ਹੋਏ, ਜਬਰ, ਜ਼ੁਲਮ ਅਤੇ ਸ਼ੋਸ਼ਣ ਨੂੰ ਜੜ੍ਹੋਂ ਪੁੱਟਦਾ ਹੈ। ਇਹ ਅਮਲ ਪੰਥ ਨੂੰ ਹਮੇਸ਼ਾ ਉਨ੍ਹਾਂ ਜਾਲਮ ਤਾਕਤਾਂ ਦੇ ਆਹਮੋ ਸਾਹਮਣੇ ਲਿਆ ਕੇ ਖੜ੍ਹਾ ਕਰਦਾ ਰਿਹਾ ਹੈ ਜੋ ਮਨੁੱਖ, ਧਰਤੀ ਅਤੇ ਅਕਾਲ ਪੁਰਖ ਦੀ ਰਚਨਾ ਦੇ ਕਿਸੇ ਵੀ ਹਿੱਸੇ ਨੂੰ ਆਪਣੇ ਜਬਰ ਹੇਠ ਰੱਖਣ ਜਾਂ ਸ਼ੋਸ਼ਣ ਕਰਨ ਦੇ ਚਾਹਵਾਨ ਹਨ।

ਇਸ ਅਦਰਸ਼ ਨੂੰ ਅੱਗੇ ਵਧਾਉਣ ਲਈ, ਹਰ ਯੁੱਗ ਵਿੱਚ ਸਿੱਖਾਂ ਨੇ ਇਸ ਉਦੇਸ਼ ਨੂੰ ਆਪਣੇ ਜੀਵਨ ਅਤੇ ਪੰਥ ਦੁਆਰਾ ਸਿਰਜੀਆਂ ਸੰਸਥਾਵਾਂ ਵਿੱਚ ਪ੍ਰਗਟਾਇਆ ਹੈ। ਸਾਡੀ ਮੌਲਿਕਤਾ (ਸਿੱਖ ਵਜੋਂ ਸਾਡੀ ਖੁਦਮੁਖਤਿਆਰ ਹੋਂਦ) ਅਤੇ ਸਾਡੀ ਪਾਤਸ਼ਾਹੀ (ਗੁਰੂ ਸਾਹਿਬ ਵੱਲੋਂ ਬਖ਼ਸ਼ੀ ਗਈ ਪ੍ਰਭੂਸੱਤਾ) ਇਹ ਮੰਗ ਕਰਦੀ ਹੈ ਕਿ ਅਸੀਂ ਸਮੁੱਚੀਆਂ ਸੰਸਾਰੀ ਤਾਕਤਾਂ ਦੇ ਗਲਬੇ ਤੋਂ ਬਾਹਰੀ ਹੋ ਕੇ ਆਪਣੀ ਸੁਤੰਤਰ ਹੋਂਦ ਲਈ ਅਜਿਹੇ ਕਿਲ੍ਹੇ ਉਸਾਰੀਏ ਜਿੱਥੋਂ ਅਸੀਂ ਖਾਲਸਾ ਪੰਥ ਦੀ ਰੀਤ ਅਨੁਸਾਰ ਨਿਆਸਰੀਆਂ ਧਿਰਾਂ ਨੂੰ ਰੱਛਿਆ, ਰਿਆਇਤ ਅਤੇ ਇੱਜ਼ਤ ਪ੍ਰਦਾਨ ਕਰ ਸਕੀਏ ਤਾਂ ਜੋ ਖਾਲਸਾ ਜੀ ਦੇ ਅਸਲ ਮਨੋਰਥ ਨੂੰ ਹਲੇਮੀ ਰਾਜ ਕਾਇਮ ਕਰਕੇ ਪੂਰਾ ਹੋ ਸਕੇ।

੧੯੮੪ ਅਤੇ ਖਾਲਿਸਤਾਨ ਲਈ ਚੱਲ ਰਹੇ ਸਿੱਖ ਸੰਘਰਸ਼

ਜੂਨ ੧੯੮੪ ਦੀ ਸ੍ਰੀ ਅੰਮ੍ਰਿਤਸਾਰ ਦੀ ਜੰਗ ਅਜੋਕੇ ਸਿੱਖ ਇਤਿਹਾਸ ਦਾ ਸਭ ਤੋਂ ਮਹੱਤਵਪੂਰਨ ਪੜਾਅ ਹੈ। ਸਿੱਖ ਇਤਿਹਾਸ ਦੇ ਹਰ ਯੁੱਗ ਵਿੱਚ ਖਾਲਸਾ ਪੰਥ ਦਾ ਸੰਘਰਸ਼ ਅਤੇ ਸ਼ਹਾਦਤ ਹਮੇਸ਼ਾ ਗੌਰਵਮਈ ਜਿੱਤ ਰਹੀ ਹੈ—ਇਹ ਸੋਗ ਮਨਾਉਣ ਦੀ ਨਹੀਂ, ਸਗੋਂ ਮਾਣ ਕਰਨ ਅਤੇ ਪ੍ਰੇਰਣਾ ਲੈਣ ਦੀ ਵਿਰਾਸਤ ਹੈ।

ਸੰਤ ਜਰਨੈਲ ਸਿੰਘ ਜੀ ਦੀ ਅਗਵਾਈ ਹੇਠ, ਸਿੱਖ ਜੁਝਾਰੂਆਂ ਨੇ ਗੁਰੂ ਖਾਲਸਾ ਪੰਥ ਵਿੱਚ ਨਵੀਂ ਜਾਨ ਪਾ ਕੇ ਪਹਿਲਤਾਜ਼ਗੀ ਦੀ ਲਹਿਰ ਅਰੰਭ ਕੀਤੀ—ਜਿਸ ਰਾਹੀਂ ਉਨ੍ਹਾਂ ਨੇ ਪੰਥ ਨੂੰ ਅਕਾਲ ਪੁਰਖ ਵੱਲੋਂ ਬਖ਼ਸ਼ੀ ਗਈ ਪ੍ਰਭੂਸੱਤਾ (ਪਾਤਸ਼ਾਹੀ) ਨਾਲ ਮੁੜ ਜੋੜ ਕੇ ਖਾਲਿਸਤਾਨ ਦੀ ਕਾਇਮੀ ਲਈ ਸਾਡਾ ਚੱਲ ਰਿਹਾ ਸੰਘਰਸ਼ ਦੀਆਂ ਮਜ਼ਬੂਤ ਨੀਂਹਾਂ ਟਿਕਾਈਆਂ। ਸਿੱਖ ਜੁਝਾਰੂਆਂ ਨੇ ਸਟੇਟ ਦੀ ਪ੍ਰਭੂਸੱਤਾ ਨੂੰ ਠਿੱਠ ਕਰਦੇ ਹੋਏ ਖਾਲਸਈ ਬਦਲਾਅ ਦੀ ਜਮੀਨੀ ਪੱਧਰ 'ਤੇ ਸਿਰਜਣਾ ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ। ਉਨ੍ਹਾਂ ਨੇ ਪੰਥਕ ਸੰਸਥਾਵਾਂ ਨੂੰ ਸਾਡੀ ਹੋਂਦ ਅਤੇ ਸ਼ਕਤੀ ਦੇ ਆਧਾਰ ਵਜੋਂ ਪੁਨਰ ਸੁਰਜੀਤ ਕੀਤਾ ਤੇ ਹਥਿਆਰਬੰਦ ਤਾਕਤ ਦੇ ਨਾਲ ਇਸ ਪ੍ਰਬੰਧ ਦੀ ਪਹਿਰੇਦਾਰੀ ਕੀਤੀ।

ਜਿੱਥੇ ਸਟੇਟ ਹਥਿਆਰਾਂ ਉੱਤੇ ਆਪਣਾ ਮੁਕੰਮਲ ਇਕਅਧਿਕਾਰ (ਮਨੌਪਲੀ) ਸਮਝਦੀ ਹੈ, ਉੱਥੇ ਸਿੱਖ ਜੁਝਾਰੂਆਂ ਨੇ "ਧਰਮ" ਅਤੇ ਅਖੌਤੀ "ਧਰਮ ਨਿਰਪੱਖਤਾ" (ਸੈਕੂਲਰਵਾਦ) ਦੇ ਕਥਿੱਤ ਦਵੰਦ ਦੀ ਭਰਮਾਉਣ ਵਾਲੀ ਲਕੀਰ ਨੂੰ ਨਸ਼ਟ ਕਰਦੇ ਹੋਏ ਸਾਡੀ ਪਾਤਸ਼ਾਹੀ ਨੂੰ ਬਰਕਰਾਰ ਰੱਖਣ ਲਈ ਸ਼ਸਤਰਾਂ ਦੀ ਕੇਂਦਰੀ ਮਹੱਤਤਾ ਨੂੰ ਦਰਸਾਇਆ। ਜੰਗਲਾਂ ਜਾਂ ਪਹਾੜਾਂ ਦੀ ਓਟ ਨਾ ਹੋਣ ਦੇ ਬਾਵਜੂਦ ਵੀ, ਸਿੱਖ ਜੁਝਾਰੂਆਂ ਨੇ ਗੁਰੀਲਾ ਜੰਗ ਦੀਆਂ ਪ੍ਰਚਲਿਤ ਮਾਨਤਾਵਾਂ ਨੂੰ ਲਲਕਾਰਦੇ ਹੋਏ ਪੰਜਾਬ ਦੇ ਪੇਂਡੂ ਇਲਾਕਿਆਂ ਵਿੱਚ ਵਿਸ਼ਾਲ ਅਤੇ ਸ਼ਾਨਾਮੱਤਾ ਹਥਿਆਰਬੰਦ ਸੰਘਰਸ਼ ਛੇੜਿਆ, ਜਿਸ ਦਾ ਮੁੱਖ ਕਾਰਨ ਸੀ ਪੰਜਾਬ ਦੀ ਸਿੱਖ ਸੰਗਤ ਵੱਲੋਂ ਮਿਲਿਆ ਭਰਪੂਰ ਸਮਰਥਨ।

ਇਸ ਨੀਤੀ ਰਾਹੀਂ ਸਿੱਖ ਜੁਝਾਰੂਆਂ ਨੇ ਸਾਮਰਾਜੀ ਇੰਡੀਅਨ ਸਟੇਟ ਨੂੰ ਫਨਾਹ ਕਰਨ ਲਈ ਇੱਕ ਕ੍ਰਾਂਤੀਕਾਰੀ ਬਦਲ ਪੇਸ਼ ਕੀਤਾ, ਜਿਸ ਵਿੱਚ ਸਾਂਝੀਵਾਲਤਾ ਅਤੇ ਸਰਬੱਤ ਦੇ ਭਲੇ 'ਤੇ ਆਧਾਰਿਤ ਸਮਾਜ-ਰਾਜ ਦੀ ਉਸਾਰੀ ਦਾ ਸੰਭਾਵਨਾ-ਭਰਪੂਰ ਸੰਕਲਪ ਸੀ। ਇਸੇ ਵਿਰਾਸਤ ਦੇ ਚੱਲਦਿਆਂ ਜੂਨ ੧੯੮੪ ਤੋਂ ਬਾਅਦ ਖਾਲਿਸਤਾਨ ਲਈ ਅਰੰਭਿਆ ਸੰਘਰਸ਼ ਗੁਰੂ ਸਾਹਿਬ ਵੱਲੋਂ ਬਖਸ਼ੇ ਪਾਤਸ਼ਾਹੀ ਦਾਅਵੇ ਨੂੰ ਮੁੱਖ ਰੱਖ ਕੇ ਸਰਬੱਤ ਦੇ ਭਲੇ ਵਾਲਾ ਸੁਤੰਤਰ ਬੇਗਮਪੁਰਾ-ਹਲੇਮੀ ਰਾਜ ਸਥਾਪਤ ਕਰਨ ਲਈ ਜੱਦੋ-ਜਿਹਦ ਦਾ ਰਿਹਾ ਹੈ। ਇਹ ਸੰਘਰਸ਼ ਜ਼ੁਲਮੀ ਇੰਡੀਅਨ ਸਟੇਟ, ਪੂੰਜੀਵਾਦ ਦੀ ਆਰਥਕ ਲੁੱਟ, ਬਿੱਪਰ ਦੇ ਗਲਬੇ ਜੜ੍ਹੋਂ ਪੁੱਟਣ ਅਤੇ ਉਪ-ਮਹਾਂਦੀਪ ਦੇ ਦੱਬੇ ਕੁਚਲੇ ਲੋਕਾਂ ਲਈ ਮੁਕਤੀ ਦੀ ਵਚਨਬੱਧਤਾ ਨਾਲ ਲੜਿਆ ਗਿਆ।

ਦਰਬਾਰ ਸਾਹਿਬ ਸਮੇਤ ਦਰਜਨਾਂ ਹੋਰ ਗੁਰਦੁਆਰਿਆਂ 'ਤੇ ਹਮਲੇ ਦਾ ਮਕਸਦ ਉਹਨਾਂ ਸਿੱਖ ਸੰਗਤਾ ਅਤੇ ਜਥੇਬੰਦੀਆਂ ਨੂੰ ਖਤਮ ਕਰਨਾ ਸੀ ਜੋ ਸਿੱਖ ਪ੍ਰਭੂਸੱਤਾ (ਪਾਤਸ਼ਾਹੀ) ਦਾ ਪ੍ਰਗਟ ਦਾਅਵਾ ਕਰਦਿਆਂ ਇੰਡੀਅਨ ਸਟੇਟ ਨੂੰ ਸਿੱਧੀ ਚੁਣੌਤੀ ਦੇ ਰਹੇ ਸਨ। ਇਸ ਨਸਲਘਾਤੀ ਹਿੰਸਾ ਰਾਹੀਂ, ਸਟੇਟ ਨੇ ਆਪਣੇ ਕਾਨੂੰਨਾਂ ਅਤੇ ਇੰਡੀਅਨ ਸੈਕੂਲਰਵਾਦ ਦੀ ਆੜ ਹੇਠ, ਪ੍ਰਭੂਸੱਤਾ ਸੰਪੰਨ ਸਿੱਖ ਸੰਸਥਾਵਾਂ ਉੱਤੇ ਆਪਣਾ ਕਬਜ਼ਾ ਮੁੜ-ਸਥਾਪਿਤ ਕਰਨਾ ਚਾਹਿਆ ਜਿਸ ਰਾਹੀਂ ਸਿੱਖ ਸਿਆਸਤ ਦੀ ਅਗਵਾਈ ਵਿੱਚ ਉਨ੍ਹਾਂ ਬੇਕਾਰ ਸਿਆਸਤਦਾਨਾਂ ਨੂੰ ਮੁੜ ਬਹਾਲ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਜੋ ਇੰਡੀਅਨ ਸਟੇਟ ਦੀ ਅਧੀਨਗੀ ਕਬੂਲਦਿਆਂ ਸਿਰਫ਼ ਕੁਰਸੀ ਦੀ ਭੁੱਖ ਅਤੇ ਇੱਕ ਰਾਜਨੀਤਕ ਪਛਾਣ ਦੀ ਸਿਆਸਤ ਤੱਕ ਸੀਮਤ ਸਨ।

ਇਸ ਦੇ ਉਲਟ, ਸਿੱਖ ਜੁਝਾਰੂਆਂ ਨੇ ਸਟੇਟ ਨੂੰ "ਤਾਕਤ" ਦਾ ਇਕਲੌਤਾ ਸਰੋਤ ਸਮਝ ਕੇ ਉਸ ਦੀ ਅਧੀਨਗੀ ਕਦੇ ਨਹੀਂ ਕਬੂਲੀ ਅਤੇ ਨਾ ਹੀ ਉਹ ਸਟੇਟ ਤੋਂ ਕੋਈ "ਅਧਿਕਾਰ" ਲੈਣ ਦੀ ਖਾਹਿਸ਼ ਰੱਖਦੇ ਸਨ। ਉਹਨਾਂ ਨੇ ਹਮੇਸ਼ਾ ਸੰਤਾਂ ਦੇ ਬਚਨਾਂ ਅਨੁਸਾਰ ਅਣਖ ਨਾਲ ਜਿਉਣਾ ਹੀ ਇੱਕ ਬਦਲਾਅ ਅਤੇ ਟੀਚਾ ਦੀ ਮੁੱਢਲੀ ਸ਼ਰਤ ਮੰਨਿਆ। ਇਸ ਤਰ੍ਹਾਂ, ਸਿੱਖ ਜੁਝਾਰੂ ਸਟੇਟ ਤੋਂ "ਬਰਾਬਰੀ," "ਹੱਕ," ਜਾਂ "ਨਿਆਂ" ਦੀਆਂ ਮੰਗਾਂ ਕਰਨ ਵਾਲੇ ਨਹੀਂ ਸਨ ਸਗੋਂ ਅਣਖ ਗੈਰਤ ਨਾਲ ਜਿਉਂਦੇ ਹੋਏ ਨਿਆਂ ਨੂੰ ਆਪਣੇ ਹੱਥੀਂ ਕਰਨ 'ਤੇ ਲੋਕਾਂ ਵਿੱਚ ਖੁਦ ਵੰਡਣ ਨੂੰ ਪਹਿਲ ਦਿੰਦੇ ਸਨ।

At a time when the global order is convulsing and South Asia teeters at the edge of a deepening geopolitical storm, Canada’s renewed overtures toward the Government of India—despite overwhelming evidence of Indian state violence, interference, and transnational repression—must be understood not simply as a diplomatic misstep, but as a moral and strategic choice. The suggestion that India may be invited to the G7 Leaders’ Summit—while investigations into the assassination of Shaheed Bhai Hardeep Singh Nijjar remain unresolved—symbolizes the growing tendency of Western states in normalizing India’s fascist regime in alignment with their economic and geopolitical interests. Sikhs must not allow themselves to become collateral in the imperial chess games of the Global North or prisoners of India's manufactured narratives. This moment requires Sikh naujawan to grasp the stakes: in a world where old alliances are crumbling and new hegemonies are emerging, our future will be determined by our ability to mobilize strategic clarity, audacity, and sovereign panthic power around the world.

Sikhs across Canada are expressing grave concern following Minister’s Anand’s recent public statement thanking India’s Minister of External Affairs for “productive discussions” aimed at “strengthening Canada-India ties, deepening our economic cooperation, and advancing shared priorities.” This has been taken as a concerning signal that the Government intends to normalize relations with India; something which should alarm Canadians across all political stripes and backgrounds.

Various sources have also confirmed that the Government is considering inviting India to participate in the G7 Leaders’ Summit next month. As Canada holds the responsibility of hosting the G7 this year, the Sikh Federation (Canada) is calling on Canadian representatives to ensure that no official representing the Government of India is invited to attend until India substantially cooperates with criminal investigations in Canada, and makes other demonstrable reforms.

Sikh Federation (Canada) National Spokesperson, Bhai Moninder Singh, commented:

“While it is important for Canada to engage with diverse partners to strengthen Canada’s economy, Minister Anand’s comments suggest an alarming prioritization of economic interests above Canada’s sovereignty and basic values. Unfortunately, this attitude disregards the lived reality of Sikhs in Canada who have endured violence, coercion, intimidation, and systematic disinformation campaigns orchestrated directly by agents of the Indian government. Canada needs to engage with new partners in today's world, but this can never be those who have repeatedly attacked Canada and inflicted widespread violence on our communities.

Any normalization with India, without concrete steps towards accountability and justice, would be reprehensible given the overwhelming evidence of India’s sustained and aggressive interference in Canadian democratic institutions, violent campaigns targeting Sikhs in Canada, and direct involvement in the assassination of Shaheed Bhai Hardeep Singh Nijjar on Canadian soil.”

Over the past year, explicit statements from officials like Deputy Minister David Morrison have conclusively established that senior Indian officials–including India’s Home Affairs Minister, Amit Shah–directly coordinated and oversaw the violent activities explicitly targeting the Sikh community. This was a shocking violation of the most basic norms of international law and those responsible must be held accountable.

The Hogue Commission and various Canadian agencies have unequivocally documented India’s extensive foreign interference operations, including attempts to manipulate Canadian electoral outcomes, extensive disinformation campaigns against Canadian officials, and violent activities targeting a vulnerable minority community. Special Rapporteurs of the United Nations Human Rights Council have also expressed grave concern about the “continuing, systematic attacks by Indian authorities on Sikh activists in Canada, the United States, and other countries, including private and public harassment and intimidation, threats of violence and death, and the planning of physical attacks.”

Failing to hold India to account will not only allow India to continue undermining Canadian sovereignty but will also send a dangerous message to communities across Canada–including the “800,000 members of the Sikh diaspora” that Justice Hogue found are the targets of India’s activities. To this day, numerous members of the Sikh community continue to receive warnings from Canadian agencies regarding the ongoing threat to their lives as they continue to be targeted by agents of the Government of India.

For this reason, Sikhs across Canada have been writing to their Members of Parliament to urge them to stand up for justice and accountability by taking the following actions:

1. Call on the Government of Canada to clarify its commitment to demand accountability from India for its documented crimes on Canadian soil.

2. Call on the Government of Canada to ensure that no Indian representatives are invited to G7 events under any circumstances without India substantially cooperating with criminal investigations in Canada, and making other demonstrable reforms, including respecting human rights, ceasing transnational repression, and ending disinformation campaigns against Canadian officials and communities.

3. Take steps to implement targeted sanctions against Indian officials, including Home Affairs Minister Amit Shah and others credibly linked to orchestrating violence and interference in Canada.

Sikh Federation (Canada) has contacted over 40 MPs across party lines, including various Ministers, Party Leaders and the Prime Minister's office, to emphasize these calls to action, and is calling on all Sikh organizations and community leaders across the country to actively pursue their respective MPs to follow through on these commitments.

History reigns supreme. We listen to and accept that constant injunction: know your history. We cling restlessly to history because we would like to believe it provides a crucial lesson: the truth about a lost object called sovereignty that we can once again possess. Yet in providing truth, it is, perhaps strangely, history—not the Khalsa—that is sovereign. And “History become pure, sovereign science would be for mankind a sort of conclusion of life and a settling of accounts with it,” writes Friedrich Nietzsche. Yet can we settle accounts with life, the debts owed to the Guru? Is sovereignty a conclusion and a settling? Of course, this is not a call to reject history, as if that were possible, but to ask what the appeals to history today accomplish and foreclose for the panth? Does history offer truth? Or perhaps a desire? Prophetic Maharaja reads, and re-reads, the history of Duleep Singh to raise these questions and ask about our desire and fantasies. In so doing, it refuses to make sovereignty a lost object. Instead, sovereignty emerges as a struggle of and for history.

Yet Duleep Singh himself failed and lost sovereignty as our historians would remind us. Indeed, the problems around loss and the transmission of tradition in Punjab post–Ranjit Singh are compounded because the bid to restore Duleep Singh and reestablish the Khalsa Raj failed. Duleep Singh’s abject failure, emplotted as a tragedy, dominates the standard narrative of his resistance. For example, Christy Campbell, in his popular recounting of Duleep Singh’s story, explicitly declares that Singh’s struggle was “the true tragedy of the last King of Lahore.” Failure, the signaling of total loss, endures as authoritative, affirming disappointment that confirms our own certainties about what is and was possible. And this disappointment, reflecting the failure of a sovereign Sikh state, creates particular modes of intelligibility in the present. One mode of fostering such intelligibility today is the repeated enunciation of failure in relation to Duleep Singh: he is, for Campbell and so many, the tragic king of Lahore. Yet by foregrounding Duleep Singh as a tragic king, Sikhs cultivate an attachment to Duleep Singh the person. It is this attachment that then fosters intelligibility for Sikh understandings of sovereignty, rather than vice versa. Put another way, in the process of thinking about the loss of the Khalsa Raj, the body of the sovereign becomes central as a representation of the reality of the community; Duleep Singh becomes the empty vessel in which the blood of community flows—a circulation short-circuited by colonialism.

Rather than foreground a tragic narrative that concludes in failure, thereby upholding Duleep Singh as the historical figure, Prophetic Maharaja highlights the dreams, inventions—the struggle—at a time of crisis, attached to Duleep Singh and sovereignty. This aim to consider dreams is difficult to realize, especially since, in Lauren Berlant’s phrasing, “dreams are seen as easy optimism, while failures seem complex.” Yet an understanding of the other possibilities of Duleep Singh—the inventive and contested dreams surrounding him—dissolves both Singh as an historical actor and his present-day reputation as a secure object that can be easily grasped. By pausing in the ubiquity of disputations surrounding Duleep Singh in Punjab and beyond at the end of the nineteenth century, we can halt and cultivate “lagging and sagging relation to attachment,” which provides an occasion to center a vertigo in relation to sovereignty. This moment, however, does not create opportunity to discover the “truth” behind Duleep Singh, to recognize Duleep Singh “accurately” as confirmed through archival recovery. Misrecognition is inescapable; as Slavoj Žižek insists, we must “fully acknowledge this misrecognition as unavoidable,” since, even in its multiple valences, it provides the very possibility of an ontological consistency. Dwelling in this unavoidability of misrecognition while refusing to enunciate failure or unmask a real Duleep Singh, refusing to triumph over the past, this book aims to rekindle, however briefly, what Berlant terms “a practice of meticulous curiosity” without repair.

This rekindling without repair means that rather than provide a new theorization of loss—which cements a relation to loss—the book endeavors to reckon with the powerful resources that work on loss, such as mourning and melancholia, and what they have already provided. Said differently, I contend with loss instead of transcending it through recovery. But I am also wary of holding loss, which, by securing absence, further cements the past as an object to be recovered. The question arises: Is this book then really about loss? Or is loss simply a thread that is itself lost within the book? My answer is that I am ambivalent about loss, affirming and denying it, resisting it and acknowledging it, working through it and against it, and interrogating its nature, its ground or presuppositions, its form and its failures. I do not tie a thread throughout the text that provides an adequate answer to loss because there might not be any answer to it. In this sense the book does not provide a theorization of loss but dwells in the various rhythms of loss. My goal is not to recognize loss and provide it taxonomic space but to sit with losses as they appear, disappear, and reappear throughout the text.

Prophetic Maharaja, thus, foregrounds how the always present failure of fantasy provides opportunity to rethink our appeal to History. It strives to confound the desire to produce a narrative that sanctions a neat, knowable figure of Duleep Singh or sovereignty that we can then catalogue, providing historical satisfaction, a conclusion. This means that learning about the Khalsa Raj, Duleep Singh, the Sikh tradition, and even loss is much more difficult than the accumulative social sciences have it, since, as Gil Anidjar stresses, “learning—the deceptively simple task of taking a step toward a knowledge of self or other—does mean exposing oneself to an enormous mass of unknowns. To uncertainty and to incompleteness. Or to denial, and to the possibility of failure. Is there, in fact, a self? And is it ours? Can we really know ourselves?” That is my attempt here: to learn about loss, the Khalsa Raj, and Duleep Singh without end, without satisfaction, and open to the possibility of failure.

The conflict between India and Pakistan in recent weeks once again demonstrated the centrality of the Panth and Punjab in the eye of an unfolding geopolitical storm. With Punjab at the nexus of an increasingly unstable region with multiple faultlines in our immediate vicinity, it is imperative that we recognize the gravity of our circumstances and proactively respond as an active stakeholder in the future of our homeland.

The recent attacks exchanged by India and Pakistan–and the role of various world powers in the background–illustrate yet again that our horizon offers us a number of opportunities as well as threats. No outcomes are guaranteed. Our aspirations must be built and realized by our own bal (strength), mehnat (labour) and kurbani (sacrifice).

In the immediate aftermath, the conflict offers us a number of key lessons that must comprehensively inform the basis of our analysis and strategy going forward–whether thinking of political strategies for Panthic factions and the SGPC in Punjab, the relationships between Sikh sangat and other communities across South Asia, or the political engagements of Sikhs throughout the diaspora. As a global panth in the midst of conflict, no facets of our existence operate in a silo. We must leverage every form of power we can harness while zealously guarding every institution in our sociopolitical ecosystem from external influence.

Global and Regional Volatility: A New Era of Uncertainty

The Panth and Punjab are embedded at the centre of a region whose status quo has become incredibly fragile due to the decay of both domestic and international political institutions, as well as the strategic aspirations of various global powers in the region. Recent upheavals in South Asia—particularly in Bangladesh, Sri Lanka, and Pakistan—highlight a broader destabilization of global order, further evidenced by the ongoing conflicts in Gaza and Ukraine.

The post-WWII global order, underpinned by the hegemony of the US, erected various international institutions which bolstered Western domination of the world through the transformation of direct colonialism into a refashioned mode of imperialism. These institutions, which once served to restrict drastic changes in the world and contain extreme volatility, gradually began to lose their credibility and efficacy over the past twenty years alongside the material decline of US power. This is most clearly seen in the protracted conflicts in Ukraine and Gaza, where the UN General Assembly, UN Security Council, and International Court of Justice have failed miserably to stop the genocide against the Palestinian people or bring the Ukraine war to an end.

On the domestic front, this has also translated into increased angst or discontent across both the so-called “Global North” and “Global South” as massive swathes of the population who have been excluded from power are increasingly disillusioned with their domestic institutions fashioned by colonial legacies, the elites who have exploited their positions to amass personal wealth and power, and the international institutions that have exacerbated global inequality and intersecting axes of structural oppression.

As we move into this period of discontent and multipolarity, global powers operate in an increasingly competitive atmosphere without a common set of rules or guardrails, dramatically expanding the scope of instability, conflict and political upheavals–restructuring individual countries or larger regions in their entirety. Such conditions create unprecedented possibilities—compounded by the risks posed by future pandemics, ecological disasters, political collapse, and military conflicts.

This unpredictability requires us to confidently grasp the strategic faultlines amongst various powers in our region in order to better understand events around us and anticipate the threats and opportunities on our horizon.

South Asia: the “Geopolitical Centre of Gravity for the 21st Century”

Over the last 10 years, we have allocated immense resources to those two theaters… One of the most important tasks of American statecraft over the next decade will therefore be to lock in a substantially increased investment–diplomatic, economic, strategic, and otherwise–in the Asia-Pacific Region… Stretching from the Indian subcontinent to the western shores of the Americas, the region spans two oceans–the Pacific and the Indian–that are increasingly linked by shipping and strategy.”

Although we’re seeing the sparks of outright conflict today in 2025, the strategic canvas of the region has been in preparation for years. As early as 2011, the US administration under Barack Obama made overt and explicit comments about “pivoting” US foreign policy to Asia. The subtext of this–and what was not explicitly stated–is that the US was concerned about China’s rise and wanted to take active steps to counter or contain China’s regional and global influence. Despite the drastic shifts and changes over the years and under Donald Trump’s administration, his Director of National Intelligence, Tulsi Gabbard, made it very clear that this strategic pivot is still in full swing.

As a result, South Asia has long been identified as a critical and decisive battleground for global powers, particularly given the importance of India to Western designs to counter China. This has manifested clearly through competing frameworks for the region: China's Belt & Road Initiative and the United States’ Indo-Pacific Strategy. Given their sensitive locations, both frameworks place Pakistani and Indian Punjab, along with Kashmir, as important sites within both strategies.

In other words, the tension and competition between the US (and its Western allies) and China can easily be superimposed onto the Indo-Pak conflict. This subtext was on physical display as Pakistan successfully shot down multiple French-made Rafale jets using advanced Chinese military technology—a symbolic blow to Western military supremacy and India's assumed dominance in the region.

Punjab is clearly an important strategic node within this overall picture and therefore remains highly susceptible to ongoing tensions and strategic power struggles not only between India and Pakistan, but larger global powers as well. This is why it is imperative that we approach seemingly minor or disconnected issues such as Punjab’s water or agrarian crisis, or the leadership crisis of Sikh factions, within this holistic context. No part of our social or political life remains immune from these calculations, forces, or influences.

Even a cursory look at history or military strategy clearly teaches us that powers will invest heavily into influencing public perception, orchestrating the rise of favourable leadership, and manipulating the public policy of any faction that exercises any degree of sway within a decisive territory or amongst an influential community. If India can engage in electoral interference in Canada to the degree that it has, no one should have any doubts that it has a stake and role in fragmenting and undermining Sikh leadership in Punjab and the diaspora as well. Given the political capacity and history of the Panth in the region, India–and other powers–will keep a keen eye on internal developments within Sikh spaces.

Punjab: Ground Zero for Discursive and Military Conflict

Punjab's geographic location obviously places it at the heart of Indo-Pakistani tensions. Located on the faultlines between these rival nations, bordering the volatile region of Kashmir, and not far from Ladakh, Punjab is not only a crucial supply line for Indian military logistics and strategic operations–it will be a central battlefield. This was clearly seen in the barrage of missiles and drones fired by both India and Pakistan, but also in the media narratives of both sides–clearly appealing to Sikh sentiments by invoking the security of itihaasik (historic) gurdware.

While India tried to accuse Pakistan of firing at Sikh gurdware to stoke Indian nationalism, Pakistan’s senior leadership repeatedly and clearly communicated that it was not trying to target Sikhs. Pakistan’s Information Minister, even publicly referred to India’s transnational assassination program and targeting of Sikh leadership on various international platforms. These rhetorical appeals from both sides should not fall on deaf ears, but make it unequivocally clear that both powers see Sikhs as an independent force in the region–with its own interests and agency. It is crucial that we recognize the significance of this and act accordingly.

In his public address several days ago, Modi clearly outlined India’s position that the conflict is not over, it is simply “paused.” The writing on the wall is clear, that this conflict will continue to simmer and inevitably reignite in the foreseeable future. India's deployment of Russian S-400 missile defense systems and air bases across Punjab will ensure that our region is pulled deeper into a conflict that fundamentally is not its own.These actions exemplify India’s persistent exploitation of Punjab for its imperialist aspirations, placing the burden of conflict squarely on our families and homes.

This overall scenario should reinforce the urgent necessity for Sikhs to assert our own strategic interests, increase our independent capacity across multiple spheres, and ultimately resist attempts to manipulate Punjab as merely a frontline or pawn in broader geopolitical games.

Understanding these complex dynamics is vital for our survival and progress. As global and regional tensions escalate, it is critical for Sikhs to proactively and independently assert our own agency and power rooted in Sikh adarsh (ideals). Punjab and the Sikh Panth must not become passive observers or helpless victims of conflicts shaped by external forces. Instead, this moment demands strategic clarity and determined action to rejuvenate our sovereign capacity to navigate—and ultimately leverage—the unfolding geopolitical storm toward our goal of establishing halemi raj, Khalistan.

India’s military strikes on Pakistani soil and its unprecedented unilateral suspension of the Indus Waters Treaty, signals that South Asia is hurtling towards a crisis that will gravely impact the Panth and Punjab. Today’s events are not distant border skirmishes or mere diplomatic posturing—they directly implicate our land, our waters, and our people.

India's suspension of the Indus Waters Treaty—a move Pakistan explicitly warned would constitute an act of war—has not only heightened the immediate risk of escalation but is symptomatic of India’s broader strategic objective to weaponize natural resources. Reports of reduced flows in the Chenab River confirm that this policy could spell ecological and economic catastrophe, directly affecting Punjab, whose own waters have long been forcibly diverted by Delhi for India's broader nation-building projects.

Earlier today, India announced it attacked three different locations which it describes as "terrorist infrastructure." Pakistani sources are accusing India of attacking civilian targets and reporting one child has died with several others injured. On the other hand, Lieutenant General Ahmed Sharif of the Pakistani Army told CNN that Pakistan has retaliated and downed multiple Indian jets, including one in Bathinda which obviously demonstrates the impacts and centrality of Punjab in any ensuing conflict. Local sources have reported that the plane fell near Akalian village and the pilot was killed in the crash although we are waiting on further details. Sources report that perhaps five Indian jets have been downed by Pakistan.

Critically, all these escalations revolve around Punjab. Border districts like Fazilka, Ferozepur, Amritsar, Gurdaspur are frontline zones, situated within immediate artillery and missile range. Military cantonments in Jalandhar, Bathinda, and Pathankot have already been activated, transforming Punjab into a militarized zone characterized by increased civilian surveillance and emergency security measures. This militarization directly threatens Punjab's already strained agricultural sector, as critical water infrastructure linked to the Ravi, Beas, and Sutlej rivers risks becoming bargaining chips or collateral damage.

Historically, Delhi has consistently treated Punjab as a colony to be dominated and exploited to serve Indian national security and food security objectives. Now, under the current circumstances, Punjab holds the key to stability within the Indian empire and the survival of the current structure. Not only is Punjab the only viable route to trade and transport goods by land through Central Asia, it is a key logistical point for the military, and also houses a fundamental challenge to the Indian state itself.

This militarization and resource control serve a dual purpose for Delhi. Beyond pressuring Islamabad, India's BJP-led government can seek domestic consolidation amidst economic struggles and international scrutiny over its transnational repression. The crisis can conveniently position Sikh dissent as an "internal threat," portraying pro-Khalistan activists as proxies of Pakistani interests in a renewed bid to clamp down on Sikh dissent.

Simultaneously, global geopolitical tensions between the United States and China—highlighted by strategic projects like the Belt and Road Initiative and the China-Pakistan Economic Corridor—further complicate the regional context. Conflict in Kashmir would directly disrupt these economic projects, underlining that the stakes extend far beyond local or national interests.

As the global order shifts towards a multipolar system where the US is no longer the unchallenged hegemon, NATO-aligned countries increasingly seek to develop stronger ties and relations with the Indian establishment in order to contain the strategic influence of China while simultaneously accessing India’s massive market.

While some shifts towards India are tied to policy imperatives to counter China’s rising influence in the region and beyond, there are also other important economic considerations. With the recognized significance of the China-Pakistan Economic Corridor_, and the broader “Belt and Road Initiative” which would reroute the global trade system and fulcrums of global power—in competition with Western-backed visions of the “Indo-Pacific”—the Panth and Punjab are now centre stage as key stakeholders in global politics. This simultaneously presents us with opportunities as well as various threats.

India's suspension of the Indus Waters Treaty is not just diplomatic theatre—it is a strategic escalation, weaponizing water against Pakistan, which Pakistan has explicitly warned would be considered an act of war. Al Jazeera is reporting that the Jhenab river has already had its flows reduced which could be catastrophic and present an existential crisis for Pakistan. India has been making efforts over the past several years to renegotiate the terms of the Treaty, and seems to be taking advantage of this incident to do so.

These defiant naujawan reignited public discussions around the Sikh sangarsh, Sant Jarnail Singh jee, and Khalistan after the trauma of state violence and the annihilation of an entire generation of Sikh leadership led to widespread silence in Punjab.

During his student years, he was actively involved in reviving the Sikh Students’ Federation, and played a key role in broader panthic circles and jathebandis, particularly in mass mobilizations against state-sponsored cults like Gurmeet Ram Rahim. As a result of his relentless role on the frontlines of various struggles over the past 25 years, Bhai Mandhir Singh has also been persecuted by the Indian state and spent time in Nabha’s maximum security jail under UAPA. He immediately returned to his panthic seva following his release and remains active in various morchay (agitations) and grassroots initiatives in Punjab today.

This expansive discussion grapples with the philosophical foundations of Khalsa Raj, the political theory and political institutions of Khalsa Raj, and how this legacy offers us guidance to navigate the turbulence and tension within the political scenario in India and South Asia today.

The experience of Sikhs in the 18th century offers a revolutionary framework of decentralized governance that centers the protection of the oppressed, the dignity of the village, and the sovereignty of the Khalsa Panth.

What makes the experience of 18th century Sikhs so radical—and so relevant—is that it reframes the “state” and political authority itself. Threading together numerous episodes of Sikh history, Bhai Mandhir Singh demonstrates that the Guru Khalsa Panth does not seek authorization from any imperial capital or political authority, it enacts justice and exercises sovereignty based solely on the authority granted by Akal Purakh to ensure sarbat da bhala (welfare/justice of all).

While this vision shares striking parallels with contemporary revolutionary movements such as Kurdish forces in Rojava or the Zapatistas in the Chiapas region of Mexico, the Sikh experience is rooted in its own unique Sikh worldview. This mode of decentralized, autonomous governance; community-led defense; and a commitment to justice beyond the nation-state is rooted in a spiritual commitment to serve Akaal Purakh that pervades the entire universe without distinction. This mode of sangarsh does not merely resist the state—it renders it obsolete by meeting people’s needs through autonomous Sikh institutions: providing food, medicine, education, shelter, protection, and justice through the local sangat, jathe, and Gurdwaras.

In the current vacuum of credible Sikh leadership, Bhai Mandhir Singh reminds us that the Khalsa doesn’t wait for permission or authorization from other powers to enact justice or erect political governance. It builds these things from the ground up, rooted in our own Sikh institutions.

This mode of decentralized sovereignty and internal self-governance, is profoundly relevant to the moment Sikhs find themselves in today—both in Punjab and globally.

Onslaught of Hindutva

The rise of Hindutva fascism under the BJP is not simply a political development—it is a civilizational project aimed at enforcing Brahminical homogenization, dismantling the plural foundations of the subcontinent, and absorbing all identities into a Hindu majoritarian nationalism. In this context, the Sikh assertion of sovereign identity—grounded not in caste or ethnic supremacy but in sarbat da bhala—is inherently subversive.

A centralized approach to resistance—dependent on party politics, co-opted institutions, or lobbying within the state—has already been proven ineffective. The Indian state has fully penetrated and compromised Panthic institutions, including the SGPC and Akali Dal. A bottom-up revival, led by local sangats and rooted in localized decision-making, is the only viable way to reclaim and protect Sikh political agency by rebuilding sovereignty and collective leadership, on Sikh terms.

This is particularly important in the context of BJP attempts to manufacture fragmentation within Sikh factions through a “divide and confuse” approach. Instead of backing one central figure, like the Congress did with Prakash Badal, the BJP is flooding the political arena with numerous leaders to foment factionalism, competition and mistrust within Sikh ranks while also hollowing out the credibility of Panthic institutions and targeting young activists through its national security apparatus and the UAPA.

The BJP’s strategy for containing Sikh resistance and neutralizing Sikh leadership today is systematic, multilayered, and deeply rooted in the Hindutva project. It aims not only to dismantle Sikh political autonomy but to absorb, fracture, or erase the distinctiveness of the Guru Khalsa Panth itself. In this moment, Bhai Mandhir Singh’s insights, grounded in the Misl-era model of decentralized sovereignty, offers both a defence against state repression and a strategic roadmap for counter-offensive reconstruction—built on Sikh terms.

Navigating Geopolitical Volatility

South Asia is becoming increasingly unstable—caught between Western imperial interests, China’s strategic expansion, and a decaying yet hyper-militarized Indian state. In this context, any centralized Sikh political formation—especially one seeking validation from foreign capitals or limited within Indian territory alone—will be fragile and vulnerable.

Instead, a transnational network of decentralized, autonomous Sikh sangats, practicing governance rooted in Gurmat, can weather geopolitical turbulence to propel us towards our political objectives. Just as the Misls coexisted and coordinated while retaining autonomy, today’s global Sikh community must think in terms of Panthic self-governance—local sovereignty with global coordination, bound by Gurmatta and collective leadership, not political opportunism.

Environmental and Health Crises

Whether it’s the recent pandemic, or eventual climate collapse, or extreme floods—our era will be marked by systemic breakdowns. In these moments, state structures fail—as we saw with the collapse of health systems during COVID or the unpreparedness in the face of extreme flooding in Punjab in recent years.

Historically, Gurdwaras were not just places of prayer, but sovereign institutions that provided food, medicine, shelter, education, and security. If we rebuild our local Sikh institutions in that original mold—grounded in the principles of the Raakhi prabandh and Guru Sahib’s vision of begampura-halemi raj—we will not need to depend on state welfare that comes with its inherent repression and subjugation. Panthic traditions already have the infrastructure and ethic for mutual aid, disaster resilience, and political dignity—we simply need to revitalize these institutions.

Revolutionary blueprint for the 21st century

The vision articulated by Bhai Mandhir Singh is not merely a historical interpretation of Sikh sovereignty—it is a living blueprint for decentralized, sovereign, and globally anchored Sikh politics in our current realities. What makes this vision so urgent and revolutionary is that it pushes the Panth beyond a narrow, Punjab-bound imagination and toward a globally coordinated but locally autonomous movement—rooted in Gurmat, disciplined through gurmatta-based decision-making, and grounded in the aspiration of sarbat da bhala.

Today’s global systems are collapsing under the weight of ecological catastrophe, authoritarianism, and corporate extraction. State institutions are more disconnected from human dignity than ever before. In this context, returning to and reimagining our own sovereign institutions—sangat, jathe, Gurdware—is not nostalgic or idealistic. It is revolutionary.

As the Guru Khalsa Panth continues to celebrate Khalsa Sajna Diwas over the coming weeks, with Keertan Darbars and Nagar Keertans all around the world, it’s crucial that we reflect on our political circumstances today, and how we truly embody the legacy of “Khalsa Jee Ke Bol Baalay” in our current context.

While we continue to face aggressive external attacks from the Indian state, we are also seeing increased polarization and confusion internally about how the Panth needs to organize itself and its jathebandak structure, as well as revitalize the sovereignty of Sri Akaal Takhat Sahib. This has been seen most plainly in the events at Sri Akaal Takhat Sahib on December 2024, and the rhetoric since then revolving around resurrecting the Akali Dal as a “Sikh political party”.

This piece from the Khalistan Centre—in both English and Gurmukhi—offers imptorant insight on how we understand the political environment around us today, the internal missteps that have been made in the past, and how we move forward effectively.

After seven long years of arbitrary detention, allegations of torture, and a case characterized by fabricated evidence and political persecution, the courts have finally delivered their verdict on the root case levelled against Jaggi and other Sikh naujawan. He remains incarcerated on seven other charges that rely entirely on the original "Moga case."

Judge Harjeet Singh categorically dismissed the prosecution's case, finding that it "has failed to collect cogent and convincing evidence… regarding participation of the accused in unlawful activities or otherwise." He further stated that the state "failed to lead any evidence that the accused were members of [a] terrorist organization" and concluded unequivocally: "The prosecution has miserably failed to prove the commission of the [conspiracy] offences by all the accused. Thus, all the accused are liable to be acquitted."

Jaggi's case, emblematic of India's systemic repression of Sikh activists, was built on the foundation of forced confessions, coercion, and a blatant disregard for any semblance of justice. His arbitrary detention under the draconian Unlawful Activities (Prevention) Act (UAPA) not only violated international legal norms but also underscored how the Indian state weaponizes anti-terror laws to silence Sikh dissent.

A Case Without Evidence

The court's judgment is an indictment of the entire prosecution of Sikh naujawan in related cases. The supposed star witness, DSP Sukhdeep Singh, "admitted that no incriminating article/thing/document [was] recovered from Jagtar Singh Johal in this case, during his investigation and no documentary evidence was produced or in the file regarding links of other accused with Jagtar Singh Johal during his investigation." Even on the central allegation that Jaggi traveled to Paris to hand over money to Jathedar Harminder Singh of the Khalistan Liberation Force (KLF), the judgment is damning: "He admitted that during his investigation, no material in the shape of letterheads or logo of KLF or any other banned organization… was recovered from the accused. This causes a serious dent in the case of the prosecution."

The judgment also exposes the ongoing use of “stock witnesses” to fabricate evidence against Sikh activists as the basis of UAPA prosecutions and the denial of bail. The judge wrote that the statements of a witness named Kanwaljit was not believable: “How a person never talked to accused person on telephone and suddenly told that the accused came to him and talked him about reviving of militancy and taking revenge of sacrilege of Shri Guru Granth Sahib Ji. As such, no reliance can be placed on the testimony of such witness.”

The prosecution's allegation, which weaved together an elaborate tale of cross-border conspiracies stretching from the UK to Europe, Pakistan, and India, completely unravelled in court. Another police officer conceded under oath that "nothing incriminating" was recovered from Jaggi at the time of his arrest or afterward. In this one case, at least, Jaggi's defence counsel, Bhai Jaspal Singh Manjhpur, was able to stop the court from rubber-stamping the state’s false narrative.

The Weaponization of UAPA

Jaggi's case is not an aberration; it is the modus operandi of the Indian state when dealing with Sikh activists. UAPA is India's favored legal tool for incarceration without trial. It allows the state to imprison individuals for years without producing credible evidence, while the burden of proof falls entirely on the accused.

International bodies, including the United Nations Human Rights Council (UNHRC), have criticized India's use of UAPA to target religious minorities, particularly Sikhs and Muslims. UN experts have specifically called for Jaggi's release, citing allegations of torture and coercion. They noted particularly that Jaggi was "targeted because of his activities as a Sikh practitioner and supporter and because of his activism in writing public posts calling for accountability for alleged actions committed against Sikhs by the authorities." The Indian government ignored these concerns, reiterating its ongoing contempt for international human rights norms and institutions.

Dan Dolan, interim deputy executive director at Reprieve, summarized the prosecution's conduct succinctly: "Seven years of his life have been wasted, with proceedings dragging out, when it was plain all along that there was never any solid evidence. The process is the punishment – the cases are no more than a thin excuse to keep him in jail."

A Political Persecution, Not a Legal Case

Jaggi’s arrest was never about so-called "law and order"; it was a calculated act of political persecution. His advocacy, including his work highlighting Sikh resistance to historical injustices, made him a target of India’s counter-insurgency establishment. The court’s decision vindicates what Sikh advocacy groups, human rights organizations, and international legal experts have been saying for years: Jagtar Singh Johal was framed and persecuted for his political beliefs and religious identity.

The ruling, however, does not erase the irreparable damage inflicted upon Jaggi and his family. Seven years of unlawful imprisonment, the physical and psychological trauma of alleged torture, and the loss of critical years of his life cannot be undone. The state will face no consequences from the courts for this egregious miscarriage of justice, and those who orchestrated his persecution will remain free from state repercussion.

Sikh Mobilization and Resistance Continues

Jaggi's acquittal comes at a time when India’s transnational repression is under heightened scrutiny. From assassinations of Sikh dissidents abroad to the intimidation of diaspora/exiled communities, the Indian state continues to operate with impunity. The same mechanisms of persecution used against Johal—forced confessions, fabricated cases, and the misuse of anti-terror laws—are still being deployed against countless Sikh activists in Punjab and beyond.

Jaggi's verdict is a rare judicial acknowledgment of the Indian state's overreach, but it does not mark an end to the broader struggle. As long as UAPA exists, as long as Sikh political expression is criminalized, and as long as the Indian state is permitted to persecute dissidents under the guise of national security, the mechanisms of Indian repression and the inevitability of Sikh resistance will continue.

A recent string of verdicts in a special NIA court demonstrates a continuity in India's tactics: the creation of specialized courts to ensure that Sikh activists are successfully held in custody under UAPA. In recent days, several seniors in their 70's as well as several naujawan, were sentenced to life for attempting to wage war against the state in a bizarre case which so no recovery of arms nor actual violence or the commission of any other offence. One of the naujawan includes Baba Maan Singh Nihang, who has been accused of participating in the revival of the Sikh armed struggle and multiple attempts to assassinate perpetrators of beadbi.

Freedom is long overdue for Jaggi. But his acquittal must serve as an important moment highlighting the legislated repression of Sikhs in Punjab and a catalyst for effective political mobilization beyond the limitations of grievance-based politics subordinated to state-level electoral politics.

੧੯੮੮ ਵਿਚ, ਹਮਾਸ ਦੀ ਸਥਾਪਨਾ ਦੇ ਕੁਝ ਮਹੀਨਿਆਂ ਬਾਅਦ ਹੀ, ਸਿਨਵਰ ਨੂੰ ਇਜ਼ਰਾਈਲੀ ਫੌਜਾਂ ਨੇ ਗ੍ਰਿਫਤਾਰ ਕਰ ਲਿਆ ਅਤੇ ਇਜ਼ਰਾਈਲ ਦੇ ਕਥਿਤ ਸਹਿਯੋਗੀਆਂ/ਮੁਖਬਰਾਂ ਦਾ ਹੱਥੀਂ ਕਤਲ ਕਰਨ ਦੇ ਦੋਸ਼ ਵਿਚ ਚਾਰ ਉਮਰ ਕੈਦਾਂ ਦੀ ਸਜ਼ਾ ਸੁਣਾਈ ਸੀ। ਇਜ਼ਰਾਈਲੀ ਜੇਲ੍ਹ ਵਿੱਚ ਆਪਣੇ ੨੨ ਸਾਲਾਂ ਦੌਰਾਨ, ਉਹ ਇਬਰਾਨੀ ਭਾਸ਼ਾ (ਹੀਬ੍ਰੂ) ਵਿੱਚ ਨਿਪੁੰਨ ਹੋ ਗਿਆ ਅਤੇ ਇਜ਼ਰਾਈਲੀ ਸਟੇਟ ਦੇ ਇਤਿਹਾਸ, ਇਸਦੇ ਰਾਜਨੀਤਿਕ ਸਭਿਆਚਾਰ ਅਤੇ ਇਸਦੇ ਖੁਫੀਆ ਅਤੇ ਫੌਜੀ ਉਪਕਰਣਾਂ ਦਾ ਅਧਿਐਨ ਕੀਤਾ। ਉਸਨੇ ਇਜ਼ਰਾਈਲੀ ਖੁਫੀਆ ਏਜੰਸੀ ਸ਼ਿਨ ਬੇਟ ਦੇ ਕਈ ਸਾਬਕਾ ਮੁਖੀਆਂ ਦੀਆਂ ਜਰਨਲਾਂ ਦਾ ਹੱਥੀਂ ਅਨੁਵਾਦ ਕੀਤਾ। ਸਿਨਵਰ ਨੇ ੨੦੧੮ ਵਿੱਚ ਇੱਕ ਇਤਾਲਵੀ ਪੱਤਰਕਾਰ ਨੂੰ ਦੱਸਿਆ, "ਜਦੋਂ ਮੈਂ [ਜੇਲ੍ਹ] ਵਿੱਚ ਗਿਆ, ਉਦੋਂ ੧੯੮੮ ਸੀ, ਸ਼ੀਤ ਯੁੱਧ (ਕੋਲਡ ਵਾਰ) ਅਜੇ ਵੀ ਚੱਲ ਰਿਹਾ ਸੀ ਅਤੇ ਇੱਥੇ (ਫਲਸਤੀਨ ਵਿੱਚ), ਇੰਤਿਫਾਦਾ (ਜੁਝਾਰੂ ਲਹਿਰ) ਜਾਰੀ ਸੀ। ਉਦੋਂ ਤਾਜ਼ਾ ਖ਼ਬਰਾਂ ਦੇ ਪ੍ਰਚਾਰ ਲਈ, ਅਸੀਂ ਕਾਗਜ਼ੀ ਪਰਚੇ ਛਾਪਦੇ ਰਹੇ। ਜਦੋਂ ਮੈਂ ਬਾਹਰ ਆਇਆ ਤਾਂ ਇੰਟਰਨੈਟ ਵਰਗੇ ਤਕਨੀਕ (ਟੈਕਨਾਲੋਜੀ) ਦੇ ਆਹਮੋ ਸਾਹਮਣੇ ਹੋਇਆ… ਪਰ ਸੱਚ ਕਹਾਂ ਤਾਂ ਮੈਂ ਜੇਲ੍ਹ 'ਚੋਂ ਕਦੇ ਬਾਹਰ ਆਇਆ ਹੀ ਨਹੀਂ–ਮੈਂ ਸਿਰਫ ਜੇਲ੍ਹਾਂ ਬਦਲੀਆਂ। ਅਤੇ ਇਸ ਸਭ ਦੇ ਬਾਵਜੂਦ, ਪੁਰਾਣੀ ਜੇਲ੍ਹ ਇਸ ਨਵੀਂ ਨਾਲੋਂ ਕਿਤੇ ਵਧੀਆ ਸੀ। ਮੇਰੇ ਕੋਲ ਪਾਣੀ ਸੀ, ਬਿਜਲੀ ਸੀ, ਮੇਰੇ ਕੋਲ ਬਹੁਤ ਸਾਰੀਆਂ ਕਿਤਾਬਾਂ ਸਨ। ਗਾਜ਼ਾ ਵਿੱਚ ਰਹਿਣਾ ਇਹਦੇ ਮੁਕਾਬਲੇ ਬਹੁਤ ਮੁਸ਼ਕਲ ਹੈ"।

ਹੋਰ ਜਿਹਾਦੀ ਸੰਗਠਨਾਂ ਨਾਲੋਂ ਇੱਕ ਖਾਸ ਫਰਕ ਇਹ ਵੀ ਹੈ ਕਿ ਸਿਨਵਰ ਵਰਗੇ ਹਮਾਸ ਆਗੂ ਲਗਾਤਾਰ ਅੰਤਰਰਾਸ਼ਟਰੀ ਕਾਨੂੰਨ ਅਤੇ ਯੂ.ਐਨ. ਦੇ ਮਤਿਆਂ ਦੀ ਗੱਲ ਕਰਦੇ ਹਨ ਜੋ ਦੱਸਦਾ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਨੂੰ ਸਿਆਸੀ ਗੱਲਬਾਤ (ਨਿਗੋਸ਼ੀਏਸ਼ਨ) ਦੀਆਂ ਬਰੀਕੀਆਂ ਅਤੇ ਸੀਮਤਾਵਾਂ ਦੀ ਚੰਗੀ ਸਮਝ ਹੈ। ੨੦੧੮ ਦੀ ਇੱਕ ਇੰਟਰਵਿਊ ਵਿੱਚ ਸਿਨਵਰ ਨੇ ਕਿਹਾ: “ਅਸੀਂ ਸਪੱਸ਼ਟ ਗੱਲ ਕਰੀਏ: ਅੰਤਰਰਾਸ਼ਟਰੀ ਕਾਨੂੰਨ ਤਹਿਤ ਵੀ ਹਥਿਆਰਬੰਦ ਸੰਘਰਸ਼ ਸਾਡਾ ਹੱਕ ਹੈ ਪਰ ਸਾਡੇ ਕੋਲ ਸਿਰਫ ਰਾਕਟ ਨਹੀਂ। ਅਸੀਂ ਸੰਘਰਸ਼ ਅਤੇ ਲੜਾਈ ਦਾ ਹਰ ਤਰੀਕਾ (ਸਮੇਤ ਸ਼ਾਂਤਮਈ ਸੰਘਰਸ਼) ਅਜਮਾਇਆ ਹੈ ਪਰ ਅਸਲੀਅਤ ਇਹੀ ਹੈ ਕਿ ਅਖਬਾਰਾਂ ਦੀਆਂ ਸੁਰਖੀਆਂ ਖੂਨ ਦੇ ਨਾਲ ਹੀ ਲਿੱਖੀਆਂ ਜਾਂਦੀਆਂ ਹਨ। ਇਹ ਸਚਾਈ ਫਲਸਤੀਨ ਤੱਕ ਸੀਮਤ ਨਹੀਂ। ਜੇ ਖੂਨ ਨਹੀਂ ਡੁੱਲਿਆ ਤਾਂ ਕੋਈ ਖਬਰ ਵੀ ਨਹੀਂ ਵਾਪਰੀ। ਪਰ ਸਮੱਸਿਆਂ ਸਾਡਾ ਸੰਘਰਸ਼ ਨਹੀਂ। ਸਮੱਸਿਆ ਇਜ਼ਰਾਇਲ ਦਾ ਨਜਾਇਜ਼ ਫੌਜੀ ਕਬਜ਼ਾ ਹੈ। ਜੇ ਅਜਿਹਾ ਕਬਜ਼ਾ ਨਾਂ ਹੁੰਦਾ ਤਾਂ ਸਾਡੇ ਕੋਲ ਰਾਕਟ ਨਾ ਹੁੰਦੇ। ਪੱਥਰ, ਮੌਲਟੌਵ ਕੌਕਟੇਲ, ਜਾਂ ਹੋਰ ਹਥਿਆਰ ਨਾਂ ਹੁੰਦੇ। ਸਾਡੀ ਵੀ ਆਮ ਜਿਹੀ ਜਿੰਦਗੀ ਹੁੰਦੀ”।

੨੦੧੮-੨੦੧੯ ਦਰਮਿਆਨ ਸਿਨਵਰ ਵਰਗੇ ਆਗੂਆਂ ਨੇ ਵੱਡੇ ਪੱਧਰ ‘ਤੇ ਗਾਜ਼ਾ ਦੇ ਫੌਜੀ ਸਰਹੱਦਾਂ ਦੇ ਆਲੇ ਦੁਆਲੇ ਸ਼ਾਂਤਮਈ ਮੁਜਾਹਰਿਆਂ ਨੂੰ ਹਮਾਇਤ ਦਿੱਤੀ ਜੋ “ਗ੍ਰੇਟ ਮਾਰਚ ਆਫ ਰੀਟਰਨ” (ਵਾਪਸੀ ਲਈ ਮਹਾ ਪੈਂਡਾ) ਵਜੋਂ ਜਾਣਿਆ ਜਾਂਦਾ। ਉਨ੍ਹਾਂ ਦਿਨਾਂ ਦੌਰਾਨ ਇੱਕ ਪ੍ਰੈਸ ਮਿਲਨੀ ਵਿੱਚ ਸਿਨਵਰ ਨੇ ਆਖਿਆ ਸੀ: “ਜੇ ਤਬਾਹੀ ਤੋਂ ਬਿਨਾ ਸਾਡਾ ਮਸਲਾ ਹੱਲ ਹੋ ਸਕਦਾ ਹੈ ਤਾਂ ਅਸੀਂ ਬਿਲਕੁਲ ਸੰਤੁਸ਼ਟ ਹੋਵਾਂਗੇ। ਅਸੀਂ ਵੀ ਚਹੁੰਦੇ ਹਾਂ ਕਿ ਸਾਨੂੰ ਆਪਣੇ ਹੱਕ ਸ਼ਾਂਤਮਈ ਤਰੀਕੇ ਨਾਲ ਮਿਲਨ। ਪਰ ਅਸਲੀਅਤ ਇਹ ਹੈ ਕਿ ਜੇ ਸਾਂਨੂੰ ਉਹ ਹੱਕ ਨਹੀਂ ਮਿਲਣਗੇ ਤਾਂ ਸਾਨੂੰ ਬਗਾਵਤ ਰਾਹੀਂ ਉਨ੍ਹਾਂ ਹੱਕਾਂ ਨੂੰ ਖੋਹ ਕੇ ਲੈਣ ਦਾ ਅਧਿਕਾਰ ਵੀ ਹੈ”।

The recent meeting between PM Modi and Donald Trump at the White House has raised pressing questions about the trajectory of U.S.-India relations, particularly regarding their impact on Sikh activists and India’s transnational repression, as well as the long-term strategic impacts on Sikh interests in the region. While the official Joint Leaders’ Statement clearly emphasizes deepening strategic and economic cooperation, Trump’s comments at the joint press conference also indicate an increased risk for Sikh activists.

When asked by an India Today reporter about India’s attempted assassination of Gurpatwant Singh Pannun, a U.S. citizen, Trump sidestepped the issue, instead highlighting the extradition of Tahawwur Rana to India and suggesting that additional extraditions were forthcoming. His response signals a willingness to prioritize U.S.-India security cooperation, even at the cost of ignoring India’s violations of American sovereignty and international law through transnational repression.

The Joint Statement outlines a broad strategic alignment, including a new ten-year defense partnership, a bold push to double bilateral trade to $500 billion by 2030, and increasing energy trade—a key grievance the US has had against India for purchasing Russian oil in the past.

For Sikh activists, one of the key takeaways from this meeting is the absence of any public U.S. commitment to holding India accountable for its assassination plot against Pannun. While the Biden administration previously sanctioned an Indian official for the attempted killing, Trump’s response suggests this issue will now move into the shadows going forward and signals a potential shift towards greater accommodation of Indian demands, including extraditions of Sikh activists to India.

This meeting indicates that despite recent tensions—such as India’s deepening ties with Russia and BRICS—the U.S.-India relationship may be tilting further towards the US despite India’s attempts to maintain what they describe as “strategic autonomy.” For Sikh activists and other dissidents in the U.S., it raises serious questions about whether their rights will be compromised in the name of strategic partnership.

Moving forward, all political dissidents and critics of India must remain vigilant and monitor the shifting relationship and potential impacts on Sikh issues.

The US-India Joint Leaders’ Statement, is one of the most relevant documents that sheds some light on the potential direction of the relationship. We are publishing some of the key points from the leaders statement that point towards a shifting trajectory towards a stronger convergence between both administrations:

• Highlighting the deepening convergence of U.S.-India strategic interests, the leaders reaffirmed their unwavering commitment to a dynamic defense partnership spanning multiple domains. To advance defense ties further, the leaders announced plans to sign this year a new ten-year Framework for the U.S.-India Major Defense Partnership in the 21st Century.

• The leaders set a bold new goal for bilateral trade – “Mission 500” – aiming to more than double total bilateral trade to $500 billion by 2030.

• Recognizing that this level of ambition would require new, fair-trade terms, the leaders announced plans to negotiate the first tranche of a mutually beneficial, multi-sector Bilateral Trade Agreement (BTA) by fall of 2025.

• The leaders reaffirmed their commitment to increase energy trade, as part of efforts to ensure energy security, and to establish the United States as a leading supplier of crude oil and petroleum products and liquified natural gas to India, in line with the growing needs and priorities of our dynamic economies.

• The leaders resolved to increase cooperation, enhance diplomatic consultations, and increase tangible collaboration with partners in the Middle East. They highlighted the importance of investing in critical infrastructure and economic corridors to advancing peace and security in the region. The leaders plan to convene partners from the India-Middle East-Europe Corridor and the I2U2 Group within the next six months in order to announce new initiatives in 2025.

• The leaders reaffirmed that the global scourge of terrorism must be fought, and terrorist safe havens eliminated from every corner of the world... Recognizing a shared desire to bring to justice those who would harm our citizens, the U.S. announced that the extradition to India of Tahawwur Rana has been approved. The leaders further called on Pakistan to expeditiously bring to justice the perpetrators of the 26/11 Mumbai, and Pathankot attacks and ensure that its territory is not used to carry out cross-border terrorist attacks.

• The leaders also committed to strengthen law enforcement cooperation to take decisive action against illegal immigration networks, organized crime syndicates, including narco-terrorists human and arms traffickers, as well as other elements who threaten public and diplomatic safety and security, and the sovereignty and territorial integrity of both nations.

Several months ago, I wrote about the urgent need for Sikhs to stand in solidarity with the Palestinian people, currently engaged in a heroic liberation struggle while enduring a brutal genocide. As I drafted the piece, I realized that, to some extent, our community has largely moved away from the language of solidarity with other marginalized groups. I delved into Gurbani and Sikh itihaas to search for the words and precedents that should naturally guide us. The Palestinian struggle, from the Nakba in 1948 to the current moment, echoes glimpses of what Sikhs have witnessed and endured from British colonialism, Partition in 1947, and the third ghallughara.  Solidarity with Palestinians is not a stance that requires justification; instead, these moments in history lift the veil to reveal a monstrous tapestry of oppression that must be torn down. Yet, instead of dismantling it, some Sikhs have actively woven themselves into it. This moment calls on us to reflect on how to rip ourselves free from this tapestry of conquest and subjugation. 

9/11 and the New Western Subject

I was 19 years old when one of these profound moments of unveiling occurred: 9/11. At that time, my understanding of the world was still in its formative stages, and I found myself unable to fully grasp the gravity of what I was witnessing on television. Yet, as the dust began to settle, it became evident that the United States was poised to reconfigure the global order once again, this time through the all-encompassing framework of the War on Terror. 

Despite my lack of insight into the intricacies of geopolitics, I could sense that this event would cast a long and indelible shadow, shaping the trajectory of history in ways that were as yet unfathomable. It would take many years of reflection and considerable thought to truly comprehend how deeply this moment would reverberate within our own community—how it would precipitate a profound recalibration of our Sikh ontological coordinates. This was not the first moment at which Sikhs began to stray from their path, but rather a critical juncture where Sikhs, particularly those enamoured by the West, found themselves compelled to reimagine their identities within the contours of this newly forged world order, gradually weaving themselves deeper into its complex and often contradictory tapestry. 

The post-9/11 era would soon reveal its profound and far-reaching consequences for the Sikh community, particularly for those of us residing in the West. Merely days after the catastrophic events, Balbir Singh Sodhi, an American gas station owner, fell victim to the seething rage of a man who, consumed by hatred for Muslim Arabs, sought retribution. As he was arrested, the murderer brazenly proclaimed, "I am a patriot!" and "I stand for America all the way!"—words that echoed the rising tide of xenophobia gripping the nation, words uttered without a trace of remorse. This killing marked a pivotal moment for Sikhs in America, exposing the precariousness of our existence in a society quick to conflate appearance with identity. 

In response, certain Sikh organizations, propelled by the weight of privilege, positionality, and a perceived social necessity, actively chose to reassert their Americanness. These organizations explicitly began to distance themselves from Muslims, embarking on extensive campaigns to “educate the public about the distinct identity of Sikhs”. In doing so, they sought to subordinate our unique way of being by weaving this newly forged Sikh “identity” into the reimagined American tapestry, carefully threading their narrative into a fabric that was being rapidly redrawn in the aftermath of 9/11. The events of 9/11 placed Sikhs at a pivotal crossroads, forcing a reckoning with identity and values in a world rapidly descending into chaos. What followed was the war in Iraq—a brutal conflict that wrought unimaginable devastation, leaving the nation in ruins and claiming the lives of millions of Iraqi men, women, and children. The sheer scale of this war’s brutality and wanton destruction, should have compelled us to pause, to reflect, and to pursue justice. It should have ignited outrage within our community, a fervent response to the horrors unfolding before our eyes. 

It didn’t.

As the United States launched its War on Terror (and criminalized Sikh jujharoo jathebandiyan), these organizations initiated a decade of "raising awareness" campaigns, designed to mutilate Sikh being into an apolitical Sikh identity within the framework of Western liberalism—a framework that, despite its professed values of tolerance and inclusion, remains deeply entwined with the violent mechanisms of state power and white supremacy.  As Rajbir Singh Judge and Jasdeep Singh Brar wrote in a groundbreaking article, cutting through the ontological violence of this moment, “...these organizations articulate a particular vision of Sikh politics that is sutured to an American identity…” 

These Sikh organizations subsequently found themselves inexorably drawn into the apparatus of American imperialism, supplying their labor, bodies, and mutilated identity to its multifaceted machinery—at home and abroad. The Sikh Coalition, established as a volunteer entity in direct response to the surge of xenophobia, would eventually launch its "Equal Opportunity in the US Armed Forces Campaign," advocating for Sikhs to serve in the military while retaining their articles of faith. Likewise, the Sikh American Legal Defense and Education Fund (SALDEF) initiated its Law Enforcement Initiative, resulting in the Washington Metropolitan Police Department—the seventh-largest in the country—becoming the first major police force in the United States to explicitly and voluntarily allow Sikhs to serve as full-time, uniformed officers while preserving their religious practices.

In this shifting landscape, the practice of Langar, once a powerful institution of Sikh resistance and egalitarianism, began to be repurposed. The tradition, rooted in revolutionary action in defiance of social inequities, was now wielded as a tool to placate the West’s escalating xenophobia and unquenchable thirst for vengeance. "Free Langar" events proliferated, depoliticizing the Sikh practice of communal meals under the banner of “Free Food” initiatives. This transformation extended beyond local acts of service; it became emblematic of the Western Sikh experience. Disaster relief efforts, stripped of any radical Sikh ethos/ethic, were elevated to a central role of Sikh existence in what was ultimately being used as a marketing tool.. In 2014, the tradition of Langar found itself reimagined in an unlikely venue: the White House. Gurchit Singh Chatha, a SikhLEAD intern, would comment, “The reason, also, that we’re holding this [langar] is not because there’s a misconception about Sikhism in the United States but because there’s a non-conception,” and further suggesting that “People just don’t know who we are. And so that’s a big issue that we’re trying to address.” While this moment carried a symbolic weight of representation, it also marked a shift in how Langar was being positioned in the Western context. Rather than challenging the prevailing social, political, and material conditions of the United States and organizing marginalized peoples in collective resistance, Langar was repurposed to address the issue of visibility, to fill the gap of a "non-conception" of Sikh identity. 

These campaigns were not born out of malice; rather, they served a broader purpose, one that subtly reinforced an image of Sikhs as the caretakers of the world—dutifully cleaning up the wreckage left in the wake of Western imperialism and neoliberal policies. As these campaigns gained momentum and visibility, particularly through the pervasive reach of social media, our independent hondh-hasti—the very essence and existence of Sikh identity—began to devolve. A new vocabulary emerged, subtly reshaping an entire generation of Sikhs in the West, gradually steering them away from the robust traditions of resistance that once defined us, toward an identity more palatable to the demands of a post-9/11 world. 

In the aftermath of 9/11 and the ensuing war in Iraq, the Sikh community in the West found itself at a critical juncture, navigating a redefined world order that morally demanded assimilation to an era defined by humanitarian imperialism or threatened violence and death either at the hands of racists or state power if you fell in the pale of terrorism. The initiatives undertaken to reshape Sikh identity within the contours of Western narratives were, in many ways, a response to the immediate pressures of the time—campaigns that, while not born of malice, sought to reinforce an image of Sikhs as the caretakers of a world ravaged by the very forces of imperialism and neoliberalism that had wreaked such havoc. These efforts, however, prompted a set of deeper questions I continue to explore: Is this the legacy our Gurus intended for us to carry forward? Or is there a richer, more profound tradition of resistance and transformation that we are being called back to?

(ਜਨੇਵਾ, ਸਵਿਟਜਰਲੈਂਡ : ੫ ਮਾਘ,੫੫੬ ਨਾਨਕਸ਼ਾਹੀ l ੮ ਜਨਵਰੀ, ੨੦੨੫ ਈਸਵੀ ) ਸ਼ਹੀਦ ਭਾਈ ਹਰਦੀਪ ਸਿੰਘ ਨਿੱਜਰ ਦੇ ਪਰਿਵਾਰ ਤਰਫੋਂ ਸਿੱਖ ਫੈਡਰੇਸ਼ਨ ਵੱਲੋਂ ਦਰਜ ਕੀਤੀ ਕਾਨੂੰਨੀ ਸ਼ਿਕਾਇਤ ਦੇ ਜਵਾਬ ਵਿੱਚ ਯੂ.ਐਨ. ਹਿਊਮਨ ਰਾਈਟਸ ਕੌਂਸਲ (ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਸਭਾ) ਦੇ ਨਿਯੁਕਤ ਕੀਤੇ ਕਈ ਵਿਸ਼ੇਸ਼ ਰਾਬਤਾਕਾਰਾਂ ਨੇ ਅੱਜ ਇੰਡੀਅਨ ਸਰਕਾਰ ਨਾਲ ਆਪਣਾ ਸੰਚਾਰ ਜਨਤਕ ਤੌਰ ਤੇ ਜਾਰੀ ਕੀਤਾ। ਇਸ ੧੬ ਪੰਨਿਆਂ ਦੇ ਦਸਤਾਵੇਜ ਵਿੱਚ ਭਾਈ ਹਰਦੀਪ ਸਿੰਘ ਨਿੱਜਰ ਅਤੇ ਹੋਰ ਜਲਾਵਤਨੀ ਸਿੱਖ ਆਗੂਆਂ ਉਪਰ ਇੰਡੀਆ ਵੱਲੋਂ ਕੀਤੇ ਗਏ ਹਮਲਿਆਂ ਦੇ ਨਾਲ ਨਾਲ ਪੰਜਾਬ ਵਿੱਚ ਪ੍ਰਭੂਸੱਤਾ ਸੰਪੰਨ ਖਾਲਿਸਤਾਨ ਦੀ ਵਕਾਲਤ ਕਰਨ ਵਾਲਿਆਂ ਨੂੰ ਦਬਾਉਣ ਲਈ ਸਰਕਾਰ ਵੱਲੋਂ ਇੰਡੀਅਨ ਕਾਨੂੰਨ ਦੀ ਵਿਉਂਤਬੱਧ ਦੁਵਰਤੋਂ ਕਰਨ ਕਰਕੇ ਕੌਮਾਂਤਰੀ ਕਾਨੂੰਨਾਂ ਅਤੇ ਮਨੁੱਖੀ ਅਧਿਕਾਰਾਂ ਦੇ ਇਕਰਾਰਾਂ ਦੀਆਂ ਅਨੇਕਾਂ ਉਲੰਘਣਾਵਾਂ ਦਾ ਵਿਸਥਾਰ ਵਿੱਚ ਜ਼ਿਕਰ ਹੈ।

ਇਹਨਾਂ ਵਿਸ਼ੇਸ਼ ਰਾਬਤਾਕਾਰਾਂ ਨੇ ਨਵੰਬਰ ੨੦੨੪ ਵਿੱਚ ਇੰਡੀਅਨ ਸਰਕਾਰ ਨੂੰ ਇੱਕ ਚਿੱਠੀ ਭੇਜੀ ਸੀ ਜਿਸ ਵਿੱਚ ਇਹ ਦੱਸਿਆ ਗਿਆ ਸੀ ਕਿ ਇੰਡੀਆ ਦੀਆਂ ਕਥਿਤ ਕਾਰਵਾਈਆਂ ਨੇ ਜਨਤਕ ਅਤੇ ਰਾਜਨੀਤਿਕ ਅਧਿਕਾਰਾਂ ਦੇ ਕੌਮਾਂਤਰੀ ਇਕਰਾਰਨਾਮੇ (ICCPR) ਦੀਆਂ ਧਾਰਾਵਾਂ ੬, ੯(੧), ੧੪,੧੫,੧੭-੧੯ ਅਤੇ ੨੭ ਸਮੇਤ ਅਨੇਕਾਂ ਕੌਮਾਂਤਰੀ ਕਾਨੂੰਨਾਂ ਦੀ ਉਲੰਘਣਾ ਕੀਤੀ ਹੈ। ਰਾਬਤਾਕਾਰਾਂ ਨੇ ਇੰਡੀਆ ਨੂੰ ਕੋਈ ਹੋਰ ਜਾਣਕਾਰੀ ਦੇਣ ਜਾਂ ਓਹਨਾਂ ਦੀਆਂ ਚਿੰਤਾਵਾਂ ਦਾ ਜਵਾਬ ਦੇਣ ਲਈ ੬੦ ਦਿਨਾਂ ਦਾ ਸਮਾਂ ਦਿੱਤਾ ਸੀ ਅਤੇ ਇੰਡੀਆ ਨੂੰ ਇਕ ਸੁਤੰਤਰ, ਪਰਤੱਖ ਜਾਂਚ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਕਿਹਾ ਸੀ ਤਾਂ ਜੋ ਜਿੰਮੇਵਾਰ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਜਵਾਬਦੇਹ ਬਣਾਇਆ ਜਾਵੇ। ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਸਭਾ ਚ ਸ਼ਾਮਿਲ ਸਾਰੇ ਮੁਲਕਾਂ ਵੱਲੋਂ ਸਮੂਹਿਕ ਤੌਰ ਤੇ ਬਣਾਏ ਗਏ ਨਿਰਪੱਖ ਤੰਤਰ ਨਾਲ ਸਹਿਯੋਗ ਕਰਨ ਦੀ ਬਜਾਏ ਇੰਡੀਆ ਨੇ ਜਵਾਬ ਵਿੱਚ ਇਨ੍ਹਾਂ ਨਿਰਪੱਖ ਮਾਹਰਾਂ ਉੱਪਰ “ਇੰਡੀਆ ਨਾਲ ਪਹਿਲਾਂ ਤੋਂ ਹੀ ਰੱਖੇ ਵੈਰ” ਦਾ ਪ੍ਰਗਟਾਵਾ ਕਰਦਿਆਂ, “ਅਤਿਵਾਦ ਨੂੰ ਜਾਇਜ ਠਹਿਰਾਉਣ ਅਤੇ ਵੱਖਵਾਦੀ ਮਨਸੂਬੇ ਦੀ ਹਿਮਾਇਤ ਕਰਨ” ਦਾ ਦੋਸ਼ ਲਾਕੇ ਹਮਲਾਵਰ ਤਰੀਕੇ ਨਾਲ ਜਵਾਬ ਦਿੱਤਾ। ਇਹ ਉਹੀ ਜਵਾਬ ਹੈ ਜੋ ਇੰਡੀਆ ਲਗਾਤਾਰ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਕਾਰਕੁਨਾਂ, ਕਨੇਡਾ ਸਰਕਾਰ ਅਤੇ ਹੁਣ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੀ ਮਨੁੱਖੀ ਅਧਿਕਾਰ ਸਭਾ ਵਿਰੁੱਧ ਵੀ ਵਰਤ ਰਿਹਾ ਹੈ।

ਮੁਲਕ ਤੋਂ ਬਾਹਰ ਦੁਨੀਆ ਭਰ ਵਿੱਚ ਸਿੱਖਾਂ ਦਾ ਦਮਨ ਅਤੇ ਹਮਲੇ 

ਰਾਬਤਾਕਾਰਾਂ ਨੇ “ਕਨੇਡਾ, ਅਮਰੀਕਾ ਅਤੇ ਹੋਰ ਮੁਲਕਾਂ ਵਿੱਚ ਸਿੱਖ ਕਾਰਕੁਨਾਂ ਉੱਪਰ ਇੰਡੀਅਨ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਲਗਾਤਾਰ ਵਿਉਂਤਬੱਧ ਹਮਲਿਆਂ, ਜਿਹਨਾਂ ਵਿੱਚ ਨਿੱਜੀ ਅਤੇ ਜਨਤਕ ਤੌਰ ਤੇ ਪਰੇਸ਼ਾਨ ਕਰਨ, ਡਰਾਉਣ, ਹਿੰਸਾ, ਮਾਰਨ ਦੀਆਂ ਧਮਕੀਆਂ ਅਤੇ ਜਿਸਮਾਨੀ ਹਮਲਿਆਂ ਦੀ ਵਿਉਂਤਬੰਦੀ ਸ਼ਾਮਿਲ ਹੈ, ਦੀਆਂ ਖਬਰਾਂ ਤੇ ਗੰਭੀਰ ਚਿੰਤਾ ਪ੍ਰਗਟਾਈ। ਦਸਤਾਵੇਜ ਵਿੱਚ “ਸਿੱਖ ਰਾਜਨੀਤਿਕ ਸਰਗਰਮੀ ਨੂੰ ਖਤਮ ਕਰਨ ਦੇ ਯਤਨ” ਵਿੱਚ ਹਿੰਸਾ ਦੀ ਇਸ ਮੁਹਿੰਮ ਨੂੰ ਚਲਾਉਣ ਵਿੱਚ ਇੰਡੀਆ ਦੇ ਗ੍ਰਹਿ ਮੰਤਰੀ ਅਮਿਤ ਸ਼ਾਹ ਸਮੇਤ ਹੋਰ ਇੰਡੀਅਨ ਅਧਿਕਾਰੀਆਂ ਦੀ ਭੂਮਿਕਾ ਦਾ ਵੀ ਵਰਨਣ ਹੈ।

ਹਾਲਾਂਕਿ ਇੰਡੀਆ ਨੇ ਇਹ ਦਾਅਵਾ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕੀਤੀ ਹੈ ਕਿ ਇਹਨਾਂ ਹਮਲਿਆਂ ਵਿੱਚੋਂ ਇੱਕ ਹਮਲਾ ਇੱਕ ਇਕੱਲੇ ਬੰਦੇ ਵੱਲੋਂ ਰਚਿਆ ਗਿਆ ਸੀ, ਰਾਬਤਾਕਾਰ ਰਾਅ (RAW) ਦੇ ਬੰਦੇ ਵਿਕਾਸ ਯਾਦਵ ਅਤੇ ਕਈ ਹਮਲਿਆਂ ਵਿਚਕਾਰ ਸਪਸ਼ਟ ਸੰਬੰਧ ਨੂੰ ਨੰਗਾ ਕਰਦੇ ਹਨ। ਉਹਨਾਂ ਨੇ ਸਿੱਧੇ ਤੌਰ ਤੇ ਕਿਹਾ ਕਿ ਕੋਮਾਂਤਰੀ ਕਾਨੂੰਨ ਮੁਤਾਬਕ ਇਹਨਾਂ ਹਮਲਿਆਂ ਪਿੱਛੇ ਕੋਈ ਇਕੱਲਾ ਇਕਿਹਰਾ ਬੰਦਾ ਜਿਂਮੇਦਾਰ ਨਾਂ ਹੋ ਕੇ, ਸਗੋਂ “ਸਮੁੱਚਾ ਸਟੇਟ ਤੰਤਰ ਜ਼ਿੰਮੇਵਾਰ ਹੁੰਦਾ” (ਸਟੇਟ ਰਿਸਪੌਂਸਬਿੱਲਿਟੀ) ਜਦੋਂ ਕੋਈ ਜੁਰਮ “ਰਾਜਸੀ ਅਧਿਕਾਰੀਆਂ ਵੱਲੋਂ ਸਿੱਧੇ ਅੰਜਾਮ ਦੇਣ ਜਾਂ ਸਰਕਾਰ ਦੇ ਕਾਬੂ ਹੇਠਲੇ ਜਾਂ ਉਸਦੇ ਆਦੇਸ਼ਾਂ, ਹੁਕਮਾਂ ਨੂੰ ਮੰਨਣ ਵਾਲੇ ਕਿਸੇ ਨਿਜੀ ਬੰਦਿਆਂ ਵੱਲੋਂ ਕੀਤਾ ਗਿਆ ਹੋਵੇ ……. ਇਸ ਵਿੱਚ ਸੰਗਠਤ ਅਪਰਾਧ (ਆਰਗੀਨਾਈਜ਼ਡ ਕ੍ਰਾਈਮ) ਕਰਨ ਵਾਲੇ ਬੰਦਿਆਂ ਦੀ ਵਰਤੋਂ ਵੀ ਸ਼ਾਮਿਲ ਹੈ।” 

ਸਿੱਖ ਕਾਰਕੁਨਾਂ ਦਾ ਵਿਉਂਤਵਧ ਦਮਨ

ਇਸ ਚਿੱਠੀ ਵਿੱਚ ਇਸ ਗੱਲ ਤੇ ਜੋਰ ਦਿੱਤਾ ਹੈ ਕਿ ਇੰਡੀਆ ਦੀ ਹਿੰਸਕ ਮੁਹਿੰਮ ਦੀ ਮਨਸ਼ਾ ਪੰਜਾਬ ਅਤੇ ਬਾਹਰ ਦੀਆਂ ਸਿੱਖ ਸਰਗਰਮੀਆਂ ਨੂੰ ਬੰਦ ਕਰਨ ਦੀ ਲਗਦੀ ਹੈ। ਦੁਨੀਆ ਭਰ ਵਿੱਚ ਜਲਾਵਤਨ ਆਗੂਆਂ ਤੇ ਸਿੱਧੇ ਹਮਲਿਆਂ ਤੋਂ ਇਲਾਵਾ, ਰਾਬਤਾਕਾਰਾਂ ਨੇ ਉਸ ਵਿਉਂਤਬੱਧ  ਤਰੀਕੇ ਦੀ ਸਪਸ਼ਟ ਪਛਾਣ ਕੀਤੀ ਹੈ ਜਿਸ ਨਾਲ ਇੰਡੀਆ ਆਪਣੇ ਅੱਤਵਾਦ ਵਿਰੋਧੀ ਕਾਨੂੰਨ ਅਤੇ ਗੈਰ ਕਾਨੂੰਨੀ ਗਤੀਵਿਧੀਆਂ (ਰੋਕੂ) ਕਾਨੂੰਨ (“UAPA”) ਅਧੀਨ ਸਿੱਖ ਨੌਜਵਾਨਾਂ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾਕੇ ਜਨਤਕ ਅਤੇ ਰਾਜਸੀ ਖੇਤਰਾਂ ਵਿੱਚ ਦਬਾਉਣ ਲਈ ਕਰਦਾ ਹੈ। ਇਹ ਕਾਨੂੰਨ ਸੁਰੱਖਿਆ ਬਲਾਂ ਨੂੰ ਰਾਜਨੀਤਿਕ ਕਾਰਕੁਨਾਂ ਨੂੰ ਕਈ ਸਾਲਾਂ ਤੱਕ ਬਿਨਾ ਜਮਾਨਤ ਦੇ ਕੈਦ ਕਰਨ ਦੀ ਖੁੱਲ੍ਹ ਦੇਣ ਲਈ ਜਾਣਿਆ ਜਾਂਦਾ ਹੈ, ਹਾਲਾਂਕਿ ਇਹਨਾਂ ਮਾਮਲਿਆਂ ਵਿੱਚ ਸਜਾ ਦੀ ਦਰ ੧% ਤੋਂ ਘੱਟ ਹੈ ।

ਇਹ ਨਿਸ਼ਚਿਤ ਕਰਦੇ ਹੋਏ ਕਿ ਭਾਈ ਹਰਦੀਪ ਸਿੰਘ ਅਤੇ ਸਿੱਖਸ ਫਾਰ ਜਸਟਿਸ ਵਰਗੇ ਸਿੱਖ ਸੰਗਠਨਾਂ ਨੂੰ ਇੰਡੀਅਨ ਹਕੂਮਤ ਵੱਲੋਂ ਕਿਵੇਂ ਵਿਸ਼ੇਸ਼ ਤੌਰ ਤੇ “ਅੱਤਵਾਦੀ” ਐਲਾਨਿਆ ਗਿਆ, ਚਿੱਠੀ ਉਸ ਕਾਨੂੰਨ ਦੇ ਵਿਉਂਤਬੱਧ ਲੱਛਣਾਂ ਦੀ ਪਛਾਣ ਕਰਦੀ ਹੈ ਜਿਹੜਾ ਇੰਡੀਅਨ ਹਕੂਮਤ ਨੂੰ ਆਪਣੇ ਰਾਜਨੀਤਿਕ ਵਿਰੋਧੀਆਂ ਨੂੰ “ਅੱਤਵਾਦ” ਦੀ ਬੇਹੱਦ ਮੋਕਲੀ ਅਤੇ ਅਸਪਸ਼ਟ “ਵਿਆਖਿਆ” ਨਾਲ ਨਿਸ਼ਾਨਾ ਬਣਾਉਣ ਦੀ ਖੁੱਲ੍ਹ ਦਿੰਦਾ ਹੈ ਜਿਸ ਵਿੱਚ ਸਿਆਸੀ ਸਰਗਰਮੀ ਅਤੇ ਪ੍ਰਗਟਾਵਾ ਵੀ ਸ਼ਾਮਿਲ ਹੈ। ਇਸੇ ਤਰ੍ਹਾਂ, ਕਿਸੇ ਬੰਦੇ ਜਾਂ ਸੰਗਠਨ ਨੂੰ ਅੱਤਵਾਦੀ ਐਲਾਨਣ ਲਈ ਸਰਕਾਰ ਲਈ ਘੱਟੋ ਘੱਟ ਇਹੀ ਸਬੂਤ ਬਹੁਤ ਹੈ ਕਿ ਸਰਕਾਰ ਅਜਿਹਾ “ਮੰਨਦੀ” ਹੈ ਕਿ ਇਹੀ ਮਾਮਲਾ ਹੈ ਅਤੇ ਉਸਨੂੰ ਕੋਈ ਹੋਰ ਭਰੋਸੇਯੋਗ ਸਬੂਤ ਪੇਸ਼ ਕਰਨ ਦੀ ਲੋੜ ਨਹੀਂ ਹੁੰਦੀ ਜਿਵੇਂ ਕਿ ਭਾਈ ਹਰਦੀਪ ਸਿੰਘ ਨਿੱਜਰ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਕੀਤਾ ਗਿਆ ਸੀ।

ਇੰਡੀਆ ਦੀਆਂ ਗੈਰ-ਕਾਨੂੰਨੀ ਗਤੀਵਿਧੀਆਂ ਬਾਰੇ ਕਿਸੇ ਵੀ ਕੂਟਨੀਤਕ ਗੱਲਬਾਤ ਜਾਂ ਹੱਲ ਵਿੱਚ ਸਿੱਖਾਂ ਦਾ ਹਿੱਸੇਦਾਰ ਹੋਣਾ ਜ਼ਰੂਰੀ 

ਇੰਡੀਆ ਦੀਆਂ ਕਾਰਵਾਈਆਂ ਅਤੇ ਯੂਆਪਾ (UAPA) ਦੀ ਆੜ ਵਿੱਚ ਸਰਕਾਰੀ ਹਿੰਸਾ ਦੇ ਨਤੀਜੇ ਵਜੋਂ ਅਤੇ ਦੁਨੀਆ ਭਰ ਵਿੱਚ ਜਲਾਵਤਨ ਸਿੱਖ ਆਗੂਆਂ ਵਿਰੁੱਧ ਹਿੰਸਾ ਨੂੰ ਅੰਜਾਮ ਦੇਣ ਲਈ ਆਪਣੇ ਖੁਫੀਆ ਮਹਿਕਮਿਆਂ ਅਤੇ ਕੂਟਨੀਤਿਕ ਅਧਿਕਾਰੀਆਂ ਦੀ ਵਰਤੋਂ ਕਰਦਿਆਂ ਸਰਕਾਰ ਪੰਜਾਬ ਵਿੱਚ ਸਿੱਖ ਖੁਦ-ਮੁਖਤਿਆਰੀ ਦੀ ਰਾਜਨੀਤਿਕ ਵਕਾਲਤ ਦਾ ਅਪਰਾਧੀਕਰਨ ਵਿੱਚ ਸਫਲ ਹੋ ਗਈ ਹੈ। ਰਾਬਤਾਕਾਰਾਂ ਨੇ ਸਪੱਸ਼ਟ ਸ਼ਬਦਾਂ ਵਿੱਚ ਕਿਹਾ ਕਿ ਇਹ ਦਮਨਕਾਰੀ ਹੱਥਕੰਡੇ ਪੰਜਾਬ ਵਿੱਚ "ਤੇਜ਼ੀ ਨਾਲ ਵਧ ਰਹੀ ਤਣਾਅਪੂਰਨ ਸਥਿੱਤੀ" ਨੂੰ ਜਨਮ ਦੇ ਰਹੇ ਹਨ।

ਇੰਡੀਆ ਦੀਆਂ ਚੱਲ ਰਹੀਆਂ ਕਾਰਵਾਈਆਂ ਦੱਖਣੀ ਏਸ਼ੀਆ ਦੀ ਨਾਜੁਕ ਸਥਿਰਤਾ ਅਤੇ ਕੌਮਾਂਤਰੀ ਸੰਬੰਧਾਂ ਦੇ ਸਭ ਤੋਂ ਮੂਲ ਸਿਧਾਂਤਾਂ ਲਈ ਸਪਸ਼ਟ ਚੁਣੌਤੀ ਹਨ। ਇਸ ਤਰ੍ਹਾਂ ਸਿੱਖਾਂ ਨੂੰ ਲਗਾਤਾਰ ਨਿਸ਼ਾਨਾ ਬਣਾਏ ਜਾਣ ਨਾਲ ਪੰਜਾਬ ਵਿੱਚ ਟਕਰਾਅ ਅਤੇ ਅਸਥਿਰਤਾ ਦੀ ਵਿਸਫੋਟਕ ਸੰਭਾਵਨਾ ਵੱਧ ਰਹੀ ਹੈ ਜਿਸਦਾ ਬਾਕੀ ਵਿਆਪਕ ਖਿੱਤੇ ਤੇ ਖਤਰਨਾਕ ਅਸਰ ਹੋ ਸਕਦਾ ਹੈ। ਇਹਨਾਂ ਹਾਲਤਾਂ ਵਿੱਚ, ਖੇਤਰੀ ਅਤੇ ਦੁਨੀਆ ਦੀਆਂ ਤਾਕਤਾਂ ਲਈ ਮੂਲ ਮਸਲੇ ਦੇ ਪੂਰਨ ਹੱਲ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਯੋਗਦਾਨ ਕਰਨਾ ਜਰੂਰੀ ਹੈ । ਕਿਉਂਕਿ ਸਿੱਖ ਇਸ ਵਿਵਾਦ ਵਿੱਚ ਸਿੱਧੇ ਤੌਰ ਤੇ ਕੇਂਦਰ ਬਿੰਦੂ ਹਨ ਇਸ ਲਈ ਇੰਡੀਆ ਦੇ ਹਿੰਸਕ ਅਪਰਾਧਾਂ ਨੂੰ ਨਜਿੱਠਣ ਲਈ ਕੇਵਲ ਅਮਰੀਕਾ, ਕਨੇਡਾ ਅਤੇ ਇੰਡੀਆ ਹੀ ਧਿਰਾਂ ਨਹੀਂ ਹਨ । ਇਹ ਜਰੂਰੀ ਹੈ ਕਿ ਮੌਜੂਦਾ ਮੁੱਦਿਆਂ ਸੰਬੰਧੀ ਕਿਸੇ ਵੀ ਕੂਟਨੀਤਿਕ ਚਰਚਾ ਵਿੱਚ ਸਿੱਖ ਨੁਮਾਇੰਦੇ ਵੀ ਸ਼ਾਮਿਲ ਹੋਣ l 

ਸਿੱਖ ਫਡਰੇਸ਼ਨ ਦੇ ਨੁਮਾਇੰਦੇ ਭਾਈ ਮੋਨਿੰਦਰ ਸਿੰਘ ਨੇ ਕਿਹਾ, “ਇੱਕ ਸਾਂਝੀ ਕੌਮਾਂਤਰੀ ਪ੍ਰਕਿਰਿਆ ਰਾਹੀਂ ਇੱਕ ਭਰੋਸੇਯੋਗ ਜਾਂਚ ਹੋਣੀ ਜਰੂਰੀ ਹੈ, ਜਿਹੜੀ ਕਤਲ ਯੋਜਨਾ ਦੇ ਵੇਰਵੇ ਅਤੇ ਜਿੰਮੇਵਾਰ ਸਾਰੇ ਅਧਿਕਾਰੀਆਂ ਅਤੇ ਮਹਿਕਮਿਆਂ ਦੀ ਪੂਰਨ ਜਵਾਬਦੇਹੀ ਤੇ ਚਾਨਣਾ ਪਾਵੇ। ਇੰਡੀਆ ਵੱਲੋਂ ਖਾਲਿਸਤਾਨ ਲਹਿਰ ਦੇ ਜਲਾਵਤਨ ਆਗੂਆਂ ਅਤੇ ਹਿਮਾਇਤੀਆਂ ਨੂੰ ਨਿਸ਼ਾਨਾ ਬਣਾਏ ਜਾਣ ਦੇ ਮੱਦੇਨਜ਼ਰ ਦੁਨੀਆਂ ਭਰ ਦੀਆਂ ਤਾਕਤਾਂ ਦੀ ਇਹ ਜਿੰਮੇਵਾਰੀ ਬਣਦੀ ਹੈ ਕਿ ਇਨ੍ਹਾਂ ਹਲਾਤਾਂ ਵਿੱਚ ਸਾਰਥਕ ਭੂਮਿਕਾ ਨਿਭਾਉਂਦੇ ਹੋਏ ਸਿੱਖਾਂ ਦੀ ਸ਼ਮੂਲੀਅਤ ਨਾਲ ਸਵੈ-ਨਿਰਣੇ ਦੇ ਹੱਕ ਨੂੰ ਯਕੀਨੀ ਬਣਾ ਕੇ ਖਾਲਿਸਤਾਨ ਦੀ ਸਥਾਪਤੀ ਲਈ ਕੂਟਨੀਤਕ ਹੱਲ ਲੱਭਿਆ ਜਾਵੇ ਕਿਉਂਕਿ ਭਵਿੱਖ ਵਿੱਚ ਦੱਖਣੀ ਏਸ਼ੀਆ ਵਿੱਚ ਸਦੀਵੀ ਨਿਆਂ, ਅਮਨ-ਸਾਂਤੀ ਅਤੇ ਖੁਸ਼ਹਾਲੀ ਲਈ ਇਹ ਇੱਕ ਜਰੂਰੀ ਮੁਢਲੀ ਸ਼ਰਤ ਹੈ।”

On January 9, 2025, sevadars of Sikh Youth UK (SYUK), including Kaldip Singh Deepa and Rajbinder Kaur, were sentenced by British courts in an ongoing witch hunt to criminalize and repress Sikh support and advocacy for Khalistan across the UK. These events should not be viewed in a silo. Instead, they represent an increasing pattern through which a number of countries, particularly the UK, have colluded with Indian security agencies to criminalize and crackdown on Sikh naujawan.

Using the backdrop of a spike in insurgent strikes by Sikh jujharoos between 2015-2017 and the proliferation of widespread grassroots advocacy for Khalistan, Indian security forces renewed their tactic of criminalizing all Sikh dissent as sedition and terrorism–in Punjab, and around the world. In a set pattern, Indian security forces allege foreign conspiracies are destabilizing the country and swoop in to neutralize activists across the region—while pressuring international partners to prosecute and extradite Sikh naujawan around the world.

According to various sources, British intelligence cooperated with India to facilitate the abduction and arbitrary detention of Jagtar Singh “Jaggi” Johal in November 2017. Shortly thereafter, West Midlands Counter-Terrorism Police raided the homes of five Sikh activists, including Deepa Singh and his sister, Rajbinder Kaur, in 2018. Media reports clearly indicate these raids were carried out at the behest of Indian security agencies in order to clamp down on activists advocating for Khalistan and mobilizing for Jagtar Singh’s immediate release.

In 2020, UK authorities agreed to begin extradition proceedings against three Midlands-based Sikh naujawan who were then arrested from their homes in the middle of the night. The West Midlands Three were subject to an extradition request and years of court proceedings with their lives hanging in the balance. If extradited, they faced the death penalty in India on trumped up charges that were eventually dropped because the Indian government failed to provide even a shred of evidence of their allegations.

This pattern of collusion between India and the UK has culminated most recently in the sentencing of the SYUK sevadars this past week, but it represents a broader trend across a number of NATO-aligned countries seeking to appease India to strengthen their individual economic ties, and ultimately to pressure India to join their collective camp against China. For years, India has used this favourable situation to demand that the UK, Canada, US, and Australia crack down on so-called “Sikh extremism” in exchange for diplomatic and economic cooperation with varied degrees of success.

The precarious position of Sikhs around the world is once again laid bare in the absence of political sovereignty, despite every attempt to ingratiate ourselves to our host societies. While it is important that we take stock of the current geopolitical realities, the most important step for Sikh naujawan today is to chart our own course to achieve our collective political vision of Khalistan on our own terms and rooted in our own autonomous power.

The current wave of repression we have seen through the assassinations of Jathedar Parmjit Singh Panjwar, Bhai Avtar Singh Khanda, and Bhai Hardeep Singh Nijjar, is a continuation of the state’s genocidal policy to repress any Sikh mobilization that steps outside the boundaries of the state’s control. The degree of force and intensity of various psyops (psychological operations) is not only aimed at suppressing the growing political consciousness of Sikh naujawan, but also to shock, confuse, and terrorize Sikh communities around the world with the spectre of overwhelming force and legalized repression.

While we continue to repel the current onslaught on multiple fronts, Sikh naujawan must prioritize strengthening our own internal capacity (individual and collective) and infrastructure as we inevitably barrel towards the next phase of our sangarsh. We must shift the terrain from a politics of grievance seeking solutions solely from state institutions, towards an internal transformation aimed at cultivating our collective power through our own sovereign institutions.

Sikh naujawan should take inspiration from how Sikh Youth UK and other UK-based naujawan have responded to years of collusion and repression–demonstrating resilience and remaining steadfast on the path of struggle. As Rajbinder Kaur was taken into custody, she shouted “I am not afraid, Waheguru is with me!” This spirit of chardikala and defiance is foundational in our larger struggle.

We call on Sikh naujawan around the world to acknowledge the gravity of our situation and commit ourselves to resolutely continuing the struggle for Khalistan, consistently building upon each small victory to move towards our ultimate objective. Foregoing overnight, symbolic victories, it is important that we begin to relish the gruelling and invisible work of preparation and action that will be required for sustained periods of time in the years to come.
